Introduction
Building on our successes of 2009/10 we want to provide everyone in Youth Connexions with the
professional development and support in order to continue learning in their role.
The 2010/11 Learning and Development Programme aims to deliver support and development to
new practitioners and experienced practitioners.
We understand that workloads often make it difficult to commit to training days, to allow for this
we have developed a series of workshop sessions. These 2/3 hour sessions are a good
refresher for all practitioners and we’ve tried to offer a range of topics and skills.
You will probably be aware of the Council for the Future programme which brings a number of
challenges. In order to deliver a quality programme at good value we have had to make some
changes:

Workshop sessions will not have any refreshments provided
Half day courses will offer tea and coffee only
Full day courses will have tea and coffee, at the start and in morning and afternoon breaks.
Lunch will only be provided if the venue does not offer any catering facilities or where these
facilities may not be available

Key Priorities
Welcome to the Youth Connexions Learning and Development Programme 2010/11
The key priority for Youth Connexions is to deliver the Youth Offer to the highest possible
standard. To achieve this we need a flexible, highly motivated workforce with the skills,
knowledge and confidence to help young people achieve their full potential and stay safe from
harm.
The following high profile activities and initiatives are regarded as critical for the fulfilment of
YCH strategic objectives 2010/11:
o
NEET reduction
o
Impartial IAG, including an understanding of the breadth of curriculum available
for 14-19’s, particularly online
o
Youth Work and Positive Activities – including the introduction of National
Standards this year
o
Targeted Work to address specific need including diversionary activities
Priorities
1. Embed the Youth Connexions strategy and business plan that clearly links to HCC CSF
and HCTP through the Children and Young People’s Plan.
2. Ensure all practitioners have the knowledge, skills and ability to deliver an effective and
differentiated service and a clear understanding of what is essential and desirable training
for their role.
3. Develop a flexible workforce working towards the common core of skills and knowledge,
whilst optimising professional specialisms, to ensure that all young people achieve
positive outcomes.
4. Ensure all staff contribute effectively to working with partners, engaging at all levels
appropriate to their role to achieve positive outcomes for young people, partnership
working, clarity of responsibility and enhancing integrated practice.
5. Ensure that all practitioners have the underpinning knowledge and skills to support young
people from diverse cultures and backgrounds to achieve the best possible outcomes.
6. Ensure that all practitioners understand their role and their contribution to the service,
developing a common understanding of best practice, and a culture which celebrates
success.

YOUTH CONNEXIONS RESOURCE CENTRE
The Resource Centre contains around 3000 catalogued
items:

Videos/DVDs
Resource packs and games.
A searchable database of these is maintained.
In addition, around 30 journal titles, booklists,
publishers’ catalogues, leaflets and press cuttings
are held.
There are substantial resources on many topics of
particular relevance:

communication skills
bullying and conflict
group work
self-esteem
sexual health and relationships
substance misuse
research and statistics on youth issues.
A range of materials to support both professional and personal development is available.
Most resources may be borrowed for up to a month. Fines are not charged but items
which are required by another reader may be recalled. Overdue notices are issued and charges
are made for lost or damaged books.
Val Favell our Resource Librarian is on hand to help you find what you’re looking for and happy
to give advice and answer any questions you might have.
Opening Times
The Resource Centre is normally open Tuesday, Wednesday and Thursday 8.00am– 6.00pm.
Please telephone in advance before making a special visit. Opening outside these times is by

QUALIFICATIONS
The following section gives information on the qualification routes for:
1. Youth Workers
2. Youth Support Workers
3. Personal Advisers
1. Youth Workers
Youth Workers must already have a professional qualification in Youth Work, approved by the
Joint Negotiating Committee (JNC) before they can be appointed into a Professional Range
Worker post. The exception to this is where trainee posts are offered and the practitioner
undertakes professional training as part of their duties.
JNC qualifications are delivered by universities, and lists of validated courses are on the National
Youth Agency (NYA) website: www.nya.org.uk
2. Youth Support Workers
Youth Support Workers (YSW) may start their employment with Youth Connexions without any
formal qualifications but they must complete the Youth Connexions Youth Work Induction and
VRQ Certificate in Youth Work within 12 months of their start date.
3. Personal Advisers
All Personal Advisers (PA’s) will need to hold a relevant professional qualification or be working
towards one. New appointments to the service will be offered a choice of qualification depending
on your role.
There are two qualification routes for Youth Connexions Personal Advisers:
A. Level 4 NVQ ‘Learning and Development Support Services for Children, Young People
and those who care for them’ (LDSS NVQ)
B. The QCG - Qualification in Careers Guidance

VRQ Level 2 Certificate in Youth Work
Who Should attend?
Youth Support Workers
Course Overview
The VRQ (Vocationally Related Qualification) is a nationally recognised qualification for Youth
Support Workers from the awarding Body – City & Guilds. VRQ is a competence based taught
course that assesses practice through the completion of work based tasks plus one observation
by the line-manager.
6 Units – Candidates must complete 100%.
Units

Optional (Chosen by service)

NVQ Level 4 – Learning and
Development Support Services for Children, Young
People and those who care for them
Who Should attend?
Personal Advisers
Course Overview
This qualification is aimed at those working to deliver in-depth advice, guidance, and support to
young people. It is part of the National Framework for Personal Advisers
The course enables candidates to enhance their practitioner skills to help them achieve
competence across a range of activities and interactions with young people and those who care
for them.
Units
A total of 11 units
6 core units – Mandatory:
o Evaluate the risk of abuse, failure to protect and harm to self and others
o Evaluate and develop own contribution to the service
o Develop interactions with clients
o Develop and sustain arrangements for joint working between workers and
agencies
o Promote and maximise educational opportunities and achievements for individual
children and young people
o Ensure personal safety and security
2 ‘optional pathway’ units – Youth Connexions Mandatory:
o Assist clients to decide on a course of action
o Assist clients to plan the implementation of a relevant course of action
3 additional units from a choice of 4 units
Optional if you already hold one of two existing relevant qualifications Compulsory to complete
NVQ LDSS qualification:
o Manage personal case load
o Involve children and young people in the management and delivery of service
provision
o Enable group learning
o Assist clients to review their achievement of a course of action

Qualification in Career Guidance (QCG)
Who Should attend?
Personal Advisers
Course Overview
The post graduate qualification in careers guidance is one year full time or 2 year part time
course. Although it is a careers guidance course, many Personal Advisers who have qualified
via this route work in other sectors of advice and guidance, working with clients both short and
long term.
Units
The QCG is offered locally at University of East London and South Bank University.
The courses include a mixture of taught work together with practical and written assignments,
and on the job training. UEL also offer practical one-to-one work for the interview skills module.
A degree or relevant experience plus the confidence to work and study at post graduate level are
required.

Learning and Development Programme
Learning and Development programme activities are categorised in three sections:
Essential:
Review the essential table of training. This training is only mandatory for
new practitioners and each course outline provides information on who
the training is applicable for.
You will not need to attend this training if you have previously completed
it and/or the training is still valid.
Continuous Professional Development:
Learning and development activities designed to support your
continuous professional development
Workshops
These two/three hour knowledge/skills based sessions are designed to
support good practice and refresh on a number of key topics
identified by staff
Common Core of Skills and Knowledge
There are six national common cores of skills and knowledge that all staff working with children
and young people should be working towards. These were reviewed in July 2009 and March
2010 and the refresh has lead to some changes. The common cores of skills and knowledge
are:
 Effective communication and engagement with children, young people and families
 Child and young person development
 Safeguarding and promoting the welfare of the child or young person
 Supporting transitions
 Multi-agency and integrated working
 Information Sharing
To assist you in gaining these skills and assessing your own competence in these areas, each
training programme that helps to equip you with these skills has been identified as such in the
course description.

Introductory Awareness
Who Should attend?
Mandatory for Youth Support Workers ho have not completed VRQ
Course Overview
This 3 hour session gives you a solid introduction and awareness of the issues surrounding
safeguarding. It will help you to develop awareness of, and the ability to act on concerns about,
the safety and welfare of children and young people.
Learning Outcomes
By the end of the training participants will be aware of:
• Possible indicators of harm
• What to do if they have concerns about children in order to safeguard and promote the
welfare of children
• What will happen once they have informed someone about those concerns and the further
contributions they will be asked or expected to make to the processes
• Some basic information and background about the legislative framework within which
children’s welfare is safeguarded and promoted.

The Child Protection Process from
Recognition to Referral to Core
Group (2 day course)
Who should attend?
All Personal Advisers, Youth Workers, OSS Project Managers, Team and District Managers
Those who work regularly with children and young people, and with adults who are carers, and
who may be asked to contribute to assessments of children in need. This group should have a
higher minimum level of expertise: a fuller understanding of how to work together to identify and
assess concerns, to plan, undertake and review interventions.
Pre-requisite – Introductory Awareness Training (or equivalent basic training)
Course Overview
To provide an interagency context to consider and develop essential skills and knowledge
around key areas of the child protection process from recognition, child protection conference to
Core group.

Inter-Agency Working Together – Effective MultiAgency Planning Meetings
Who should attend?
All Area Team Leaders and District Managers are required to complete this one day course in
addition to the 2 day Recognition to Referral to core group training. A total of 3 days training.
Pre-requisite – Introductory Awareness training (or equivalent basic training)
Course Overview
Aim of the course:
1) To improve inter-agency practice and understanding of strategy meetings, child protection
conferences, core groups and child in need / child protection plans
2) To enhance the skills and contribution of each agency representative resulting in effective
contribution at multi agency planning meetings.
3) To ensure each agency representative is aware of their role in the creation, monitoring and
review of effective child in need / child protection plans

Integrated Practice
Who Should attend?
All Personal Advisers, Youth Workers, OSS Project Managers, Team and District Managers
Course Overview
The training is for practitioners who are new to integrated practice. You should complete the
introductory session and all three modules in order to build up a range of skills around integrated
practice. The modules will also be a chance for practitioners to look at case studies and talk
about any practice issues that may have arisen.
Learning Outcomes
The modules allow practitioners to develop their knowledge on:
1. Integrated Practice Training
Introduction to processes for the delivery of integrated practice; be able to use the Common
Assessment Framework (CAF); to understand the Team Around the Child (TAC) approach and
methods; to understand the roles and responsibilities of the TAC and the Lead Professional
2. Information Sharing
To understand the importance of information sharing in relation to the wider integrated practice
programme; to understand the 7 golden rules; to be aware of confidentiality and the need to
break it in certain circumstances; to understand ContactPoint and how it will help you to share
information.
3. Skills for Engagement and Assessment
To enable participants to gain confidence in skills needed to carry out engagement with young
people, families and other agencies; to understand the use of open and closed questions; to be
able to facilitate an assessment; to explore and gain new skills and techniques for assessing

The Integrated Practice e-learning packages are a great way for practitioners, managers and
support staff to brush up on skills and knowledge around integrated practice and information

NCFE Level 1 Certificate in Drug Awareness
Who should attend?
Personal Advisers, Youth Workers, OSS Project Managers
Course Overview
This 3 day course provides a national qualification in drug awareness and equips staff to deliver
basic drug education to young people.
It offers both a national and Hertfordshire perspective and is an invaluable course for anyone
working with young people.
Learning Outcomes
NCFE Objectives:
To enable the participants to:
 Show an awareness of the types of drugs and why they are used
 Show an awareness of the social and personal effects of drug use
and how these are commonly portrayed
 Show an awareness of society’s perceptions of and responses to drug use
All of the above objectives will be delivered so that they relate to young people.
Additional Objectives:
In addition to the NCFE objectives the training will enable participants to:
 Understand the national and Hertfordshire drug strategies and plans relating to young
people.
 Know how to manage drug-related incidents, including basic life support.
 Distinguish between young people’s substance use of an experimental nature and
harmful substance use.
 Examine the resources that can be used with young people for drug education.
 Know which agencies to refer young people to for further support and care.
 Talk with confidence to young people about drugs.

This Personal Safety course is suitable for all staff working in lone working situations, including

Course Overview
This two day course covers key areas in “Relationships and Sexual Health”. You will

Exploring Anger and Aggressive Behaviour

Behaviour Management
Who should attend?
This two day pilot course is designed for anyone dealing with challenging behaviour in young
people, either in a group setting on individually. The practical session will explore some
techniques to help you deal with difficult situations.

Challenging behaviour is no easy task, this course provides you with both theory and practical
applications to help you deal with real situations.
The course will cover managing individuals and groups.

Emergency Life Support for Adults
Who should attend?
Youth Workers, OSS Project Managers, Youth Support Workers in Charge
This course deals with serious conditions and incidents. It is ideal if you would like to be trained in
CPR skills and know what to do when initially faced with an emergency.
Course Overview
The course covers emergency life support techniques and will teach you how to deal with accidents
and injuries involving an adult.
Whilst the title of this course is life support for adults, it is the most appropriate life support training
for working with adolescents

Level 2 Award in Food Safety in Catering
Who should attend?
Youth Workers, Youth Support Workers in Charge, Youth Support Workers
At YCH venues where the coffee bar sells or provides wrapped, prepared or cooked foods, and
sealed drinks or hot drinks in disposable cups, at least one member of staff should meet the
minimum requirements of basic food handling.
Course Overview
Run by the Chartered Institute of Environmental Health this one day training course is designed for
anyone working in a catering, where food is prepared, cooked and handled.
In order to gain this QCA accredited qualification you will need to successfully complete a multiple
choice examination

The qualifications cover the following topics:

Understand the basic requirements of the Food Safety Act 1990 and the Food Hygiene
(England) Regulations 2006
Understand the characteristics of food safety hazards and their potential to cause harm

Responding to feedback from staff these sessions have been arranged in various venues
and at different times to accommodate the staff work patterns. Aimed at all staff some are
obviously more tailored to certain roles but if you are interested in attending please discuss
