IGNOU SHOULD IGNITE YOUNG MINDS WITH ONLINE EDUCATION WITH IGNOU
OUTSOURCED LABS: DEMANDS AIUPASA NATIONAL PRESIDENT MR KHAN

dawning on India with full circle facilities .If IGNOU does not change it will perish in the history. The High power committee report has submitted its
useless report and meaningless suggestions to the management of IGNOU and stated that IGNOU should not change as it has no mandate to change from
the definition of “Distance learning” then why at all it has contact programmes since start. If so let government of India change the definition of distance
learning and include comprehensive ICT Enabled education in the statute books of IGNOU demands AIUPSA . MUMTHAZ AHMED KHAN national

revolutionary technical education through distance education and online education with concept of outsourced lab for practical work. Mr khan had said
that The High power committee report has submitted its useless suggestions on the management of IGNOU need to be rejected by HRD ministry as lakhs
of students career will be in limbo .Instead of shut down courses and initiatives improvements can be suggested by high power committee. The Indira
Gandhi National Open University (Ignou), India's primary vehicle for taking higher education to the poorest, is a case study in chaos. It has swung from
furious expansion under the previous leadership to the other extreme. The current dispensation has shut down courses and initiatives, leaving lakhs of
students in peril. HRD Ministry should direct university to immediately keep such decisions in abeyance and allow students to complete their
education.Such is the state of IGNOU that the VC and a former registrar stand accused of perjury .Is innovating education is perjury ?. A hike in tuition
fees has coincided with a drop in student intake. As a result, thousands are being denied access to cheap higher education. IGNOU top brass have been
accused of selective presentation of facts to a parliamentary panel and the Delhi high court but always there is scope for improvements in courses.. The
seeds of the crisis are said to have been sown during the tenure of previous vice-chancellor V N Rajasekharan Pillai (2006-11), when the university carried
out massive expansion, far beyond its capacity . Pillai has since been booked by CBI for alleged corruption in some of those decisions but university cannot
take any decisions based on allegations as yet no allegation is proved in the court of law.But if Ignou needed a course correction, the response of the new
leadership under V-C M Aslam has been excessive, though he claims to have wielded the axe on the basis of recommendations of a high-powered
committee, board of management and legal advice. A high-powered committee appointed to look into the working of the university is now being expanded
to bring on board at least two more experts and its recommendations need to be relooked by HRD Ministry.
UGC and IGNOU need to debate on online education with DEB /IGNOU outsourced labs before finalizing national policy and regulations on distance education . Higher
education today is undergoing a radical change, posing new age challenges to universities and NAAC should rise to the challenges and face it head on and solve the issues of
standardization of online distance learning . Instead of colleges only Labs needs to be outsourced as computer is class room , computer lab, play ground for online gaming
,library ,research center ,online mentoring ,online chat ,video conferencing and face to face online Online government are possible and run then why not online education
with live teachers and outsourced labs online examinations and online evaluation and results and entire management of University with University management systems and
UGC can manage it on real time basis on dash board every day and every minute for all Universities and research centers .UGC should formulate new education policy on
online education with outsourced Research Labs with Lab Instructors /Teachers and specially trained online professors .Heavy Demand for Online education and Elearning : Online government are possible and run then why not online education .Lot of teachers are trained to teach online and many teachers teach US students from
India .When central government is providing AKASH TABLET computer and smart phones to every students at very affordable cost and 3G connectivity is available and
online education is becoming reality through videoconferencing and video call. A new era of online education is dawning India and abroad .The LABS are outsourced to
study practical’s in engineering and science education for distance learning students without sacrificing quality of education. Engineering education through distance
learning will make poor students to study engineering without botheration of huge donations /corruption / hurdles of entrance examinations and provide equal opportunity
to study engineering and MHRD need to really commend the efforts of many universities in this respect. There is an increased use of virtual classrooms (online
presentations delivered live) as an online learning platform and classroom for a diverse set of education providers. E-learning comprises all forms of electronically
supported learning and teaching. The information and communication systems, whether networked or not, serve as specific media to implement the learning process. The
term will still most likely be utilized to reference out-of-classroom and in-classroom educational experiences via technology, even as advances continue in regard to devices
and curriculum. E-learning is essentially the computer and network-enabled transfer of skills and knowledge. E-learning applications and processes include Web-based
learning, computer-based learning, virtual classroom opportunities and digital collaboration. Content is delivered via the Internet, intranet/extranet, audio or video tape,
satellite TV, and CD-ROM. It can be self-paced or instructor-led and includes media in the form of text, image, animation, streaming video and audio. Abbreviations like
CBT (Computer-Based Training), IBT (Internet-Based Training) or WBT (Web-Based Training) have been used as synonyms to e-learning. Today one can still find these

Prof. K S Rangappa former Vice-Chancellor, Karnataka State Open University and previous vice-chancellor IGNOU V N Rajasekharan Pillai (2006-11), Were taking
revolutionary steps and taking distance and online education to new heights with technical courses. Distance and online higher education is need of the hour. It is pertinent
to note that Prof. K S Rangappa and its syndicate members declared all technical courses as legal then how come syndicate under Prof Krishnan can declare them as illegal
when he himself run these courses for several years . KSOU technical courses are legal and VC PROF KRISHNAN notification and IGNOU notification arte illegal
.Improvements can be made in technical education through distance education by continuous evaluation but stopping it is retrograde step.India is celebrating Independence
Day but unfortunately still Indian higher education is not independent and is under license raj and Inspector raj. Universities courses are independent of AICTE .Delhi
University is running BE/BtECH courses without approval of AICTE .University courses does not need approval of AICTE. Higher education today is undergoing a radical
change, posing new age challenges to universities. The role of teachers and educators has gone through a metamorphosis as technology and globalization redefine the
contours of the world. With access to information — anywhere, anytime — knowledge today is no longer restricted to physical classrooms. In fact, the real learning is
happening laterally, outside the four walls of schools, colleges and universities. Why this dual standards one for professional bodies and another policy for Universities.

allowing AMIE AMAESI AMIE others only on examination mode without any quality standards .India is in globalised arena and IT guru to the world and now online
education Video conferencing virtual labs are the practical mode of education removing all barrier in distance education, you be a regulator in promoting, coordinating and
determining standards in the open and distance education system and not destroyer of distance education.
When central government is providing AKASH TABLET computer to every students at very affordable cost and 3G connectivity is available and online education is
becoming reality then why IGNOU DEC is killing the distance education when distance is eliminated by online education. Whole world is global village .Instead of colleges
only Labs needs to be outsourced as computer is class room , computer lab, play ground for online gaming ,library ,research center ,online mentoring ,online chat ,video
conferencing and face to face online . The Union Government should take immediate stock of situation and allow the open Universities to offer online technical distance
education without any territorial restrictions. Engineering education through distance learning will make poor students to study engineering without botheration of huge
donations /corruption / hurdles of entrance examinations and provide equal opportunity to study engineering and DEB/UGC need to really commend the efforts of KSOU in
this respect .Union Government should issue direction to MHRD and DEB to withdraw the notices issued to KSOU in the interest of several lakh students who want to study
technical education online.
Exam Reforms: Universities must change: Indian Universities must adopt open book examinations system as prevailed in USA and other developed countries as our
Universities test memory capacity of students and not the knowledge or wisdom of students. Union Government and UGC need to debate on online education with DEB

MHRD should stop this dual policy standards one for professional organization which conducts courses only examination mode and MHRD recognize and MHRD do not
recognize Universities offering /BE Tech/ M Tech in engineering education by distance mode and online education mode when their quality is better than those technical
professional bodies degrees and Why this dual policy one is diagonally opposite another in respect to open Universities which are better than professional organization and
have statutory recognition by UGC and state Governments. And they provide better technical education BE /BE Tech/ M Tech in engineering education by distance mode
and online education Video conferencing virtual labs are the practical mode of education removing all barrier in distance education than AMIE AMAESI AMIETE many
other organization, MHRD and DEB be a regulator in promoting, coordinating and determining standards in the open and distance education system and not destroyer of
distance education.
