Médecins Sans Frontières – OCBA (Operational Centre Barcelona – Athens) is looking for a LOGISTICS DIRECTOR (Based in Barcelona) GENERAL CONTEXT Médecins Sans Frontières is an international, independent medical and humanitarian organisation that provides care to populations in need, to people affected by natural or man-made disasters and to victims of armed conflicts, without discrimination and regardless of their race, religion, belief or political affiliation (MSF Charter). OCBA stands for Operational Centre Barcelona-Athens and is made up of four operational units (i.e. Operational Cells – OCs), the Emergency Unit (EU) and other departments or units supporting Operations, including the Logistics Department. GENERAL OBJECTIVE AND CONTEXT The Logistics Director’s mission is to ensure the supply and technical support to operations. Accountable to the General Director, and in close collaboration with the Director of Operations and the Management Team, s/he is responsible for coordinating and managing technical support and procurement activities in the MSF missions and projects, purchases and internal logistics. Depending on the strategic lines defined by the Executive Plan, s/he is responsible for ensuring the analysis of the logistics organisation and the supply chain, and proposing strategies ensuring their efficient work and an efficient management of the resources while guaranteeing accountability. S/he is a member of the Management Team; s/he designs, proposes, participates and implements the decisions and strategic planning adopted by them. S/he participates in the reflection and decision making process relating to operations, the social mission, the role of the association and its positioning within the MSF movement and civil society. S/he participates in the reflection about adjusting the means needed to implement the operational project. S/he is accountable for logistics and procurement. S/he manages the Logistics Department, which is divided into three units (operational logistics, technical logistics and procurement) and an area for internal logistics. Together with the heads of the units and the area, s/he manages the activity and defines the organisation of the department, the objectives to be achieved and people’s follow-up and evaluation. Currently, the department includes 15 people, in addition to 6 mission implementation officers, volunteers and collaborators. MAIN RESPONSIBILITIES AND TASKS To propose strategies and policies to be able to logistically address operational needs. To guarantee proper technical development to be able to anticipate future operational challenges. To analyse and define the most suitable technical support setup to address operational requirements. To guarantee an effective and efficient process through the supply chain in the missions. To analyse and propose strategies needed to adjust the supply chain to future operational challenges. To guarantee the capacity for defining and implementing water hygiene and sanitation activities as well as relief actions (shelter, food distributions and others). To guarantee the procurement process at HQ based on efficiency, quality and cost control. To ensure that procurement processes have the technological support matching operational needs and the established criteria. To ensure that internal services are managed to address the needs of the organisation both within the area of internal logistics and maintenance of the physical structure as well as the reception area. To propose the necessary information and analysis of procurement processes to the Management Team. To define and implement the Annual Plan for the Logistics Department in line with the objectives set in the Executive Plan. To coordinate the heads of services so that they implement the planning in line with the agreed objectives, providing the needed support and follow-up, undertaking evaluations and supporting them when developing their competencies. To represent the Operational Centre in international meetings and in the Logistics Directors platform, participating actively in the reflection and definition of common objectives. To represent MSF in national and international logistical fora. To bolster collaboration relationships within the MSF movement, mainly with MSF Logistique and the other logistical units within the Paris Group. To enhance the collaboration with other organisations in order to develop the different areas within humanitarian logistics such as universities, research centres… SELECTION CRITERIA Education and Experience Degree in Engineering or the like. 3 years’ experience in a similar position. Experience in MSF or other humanitarian organizations. Experience in managing supply chains desirable. Good command of Spanish and English. French desirable. Experience in team coordination and management. IT knowledge as a user. Others Strategic understanding of logistics and management of complex organisations. Availability to travel.
