Research and Development Support - MEI provides research and development support to define system requirements and
development strategies for new guided munitions and weapons system concepts. Examples include concept development for
the Next Generation Gunship (NGG), Future Global Strike, and Advanced Energetic Materials.
3.2
Engineer, System Engineering and Process Engineering Support - MEI recommends and implements systems engineering
processes and tools tailored to specific program needs. Examples include requirements definition and capture, program
definition, Work Breakdown Structures, project management, and War Room processes and tools.
3.3
Modeling, Simulation, Stimulation, and Analysis Support - MEI provides modeling, simulation, and analysis support to
NSWCDD’s Missile Systems Division. Modeling, simulation, and analysis support has been provided in the areas of military
utility analysis, aerodynamic computations for conceptual missiles, and vulnerability and munitions effectiveness studies.
3.20 Program Support - MEI provides program support to NSWCDD’s Missile Systems Division. Examples of support include
resolution of program issues, preparation and review of presentations and plans, application of management tools, and
identification of realignment business opportunities.

NAVSEA Port Hueneme STANDARD Missile (SM) measurement facility.
3.19 In-Service Engineering, Fleet Introduction, Installation and Checkout - Perform in-service engineering, introduction of new
technologies into existing systems, and installation and checkout support of missile test systems. Activities include:
Environmental Test Round Data Analysis and Reporting. Development of an Expert System to fault diagnosis missiles
failing at Intermediate Level Maintenance Facilities. Test Set Layout, Assembly, Configuration, Testing, Shipping, and
Installation and Checkout (INCO).

Research and Development Support - Fundamental research and assessment of boost-phase technology. Instrumental in
developing the broad area announcement (BAA) on boost-phase technology, assessing the responses, and developing
recommendations for the MDA leadership.
Engineer, System Engineering and Process Engineering Support - Providing critical Engingeering Support to the MDA
Kinetic Energy Interceptors (MDA/KI) program office. This support to both the terrestrial portion of the program and the
space-based experiments.
Modeling, Simulation, Stimulation, and Analysis Support - Providing critical Modeling and Simulation Support to the
MDA Kinetic Energy Interceptors (MDA/KI) program office. This support has focused on the real-time stimulation of fire
control algorithms during KI Testbed experiments and KI element representation in MDA wargames.
Interoperability, Test and Evaluation, Trials Support - Providing critical Test and Evaluation Support to the MDA Kinetic
Energy Interceptors (MDA/KI) program office. MEI executed the KI Testbed at NSWC, Port Hueneme Division, and served
as KI Test Director for the Target of Opportunity flights.
Program Support - Development of the KI acquisition strategy and program management plan for both the terrestrial and
space based KI concepts and the Near Field Infrared Experiment (NFIRE). Preparation of program documentation for
program reviews, congressional submissions, budget hearings, and technical seminars.

Engineer, System Engineering and Process Engineering Support - MEI is supporting the development of new warfighting
capabilities and systems. Under Task 3 of this program, the Department of Defense (DoD) and the Japan Defense Agency
(JDA) are developing two proof-of-principal dual-band infrared seekers.
3.3
Modeling, Simulation, Stimulation, and Analysis Support - MEI develops and uses high-performance modeling and
simulation tools for complex analyses and decision making processes. Simulation tools are used to predict target missile
flight profiles, sensor field of regard, and sensor sensitivity.
3.5
System Design Documentation and Technical Data Support – MEI supports the engineering effort required to prepare and
assure that the detailed technical data documentation necessary to support system development reflects the latest design,
configuration, integration, and installation concepts.
3.14 Interoperability, Test and Evaluation, Trials Support - MEI engineers, scientists and analysts applied rigorous Systems
Engineering practices to the development of the requirements that the QWIP (Quantum Well Infrared Photodetector) system
would be developed and tested against. MEI engineers subsequently developed the test program by building the Interface
Control Documentation, Test Procedures and test methods that would be utilized to verify that the functional performance
requirements defined earlier in the engineering life cycle of the QWIP system were verified.
3.15 Measurement Facilities, Range, and Instrumentation Support - MEI engineers worked closely with engineers and technicians
at various test facilities to understand their capabilities and limitations in order to plan and execute testing on the Quantum
Well Infrared Photodetector (QWIP) system.

Modeling, Simulation, Stimulation, and Analysis Support - MEI is a key organization in the modeling, simulation and
analysis of Navy programs, systems, and subsystems with expertise in the development of custom models and simulations, as
well as the operations of industry-accepted models.

System Design Documentation and Technical Data Support - MEI has extensive experience in developing, reviewing,
updating, and maintaining configuration control on major Program Documentation.
3.14 Interoperability, Test and Evaluation, Trials Support - MEI has extensive experience in the test and evaluation of Navy
systems, including interoperability testing within and across various programs. MEI is heavily involved in all aspect of T&E.
3.15 Measurement Facilities, Range, and Instrumentation Support - MEI has operated from the various U.S. missile ranges
supporting well over 40 missile launches and test and evaluation events. We operate a test facility within the PMRF missile
range and at the Navy’s SPAWAR facility in California.
3.20 Program Support - A key member of the Navy’s Aegis BMD Program Office team, supporting all major branches; the Aegis
Weapons System branch, the Standard Missile branch, System Engineering Branch, and the Future Technology branch
