T.D.C.A.A. PLAYING REGULATIONS: CROSS COUNTRY

RULES:
Competition shall be governed by the official rules of the I.A.A.F., C.T.F.A. and O.F.S.A.A. with the
following modifications:
Race Distances: Approximate distance to be covered by each runner in each classification is as follows:
Midget girls
Midget boys
Junior girls
Junior boys
Senior girls
Senior boys
– 3000 M
– 5000 M
– 4000 M
– 6000 M
– 5000 M (Maximum)
– 7000 M
A 400m tolerance is permitted in each race except where a maximum is indicated.
ELIGIBILITY:
Be eligible for competition under the T.D.C.A.A. Constitution, By Laws and Standing Rules
.
To be eligible for T.D.C.A.A. competition, an athlete must have competed in at least one official meet prior
to the T.D.C.A.A. meet.
To qualify for the O.F.S.A.A. championship as a representative from the T.D.C.A.A., an athlete must have
competed in the T.D.C.A.A. meet.
All runners must be O.F.S.A.A. eligible.

-Junior - Athletes born in 1996
-Senior - Athletes born between 1995 and 1993
TEAM COMPOSITION:
Qualifications to O.F.S.A.A.:

Each age/gender category from T.D.C.A.A. can enter 2 teams, consisting of 5 runners, and 3
individuals.
A competitor must compete in the same age class at both O.F.S.A.A. and at his/her association meet
(T.D.C.A.A.)
A competitor must compete in the age category at his/her association meet in order to qualify for
O.F.S.A.A. as one of the 3 individuals.
* Coaches must register their athletes for O.F.S.A.A. at the T.D.C.A.A. meet.
OFFICIALS: No school will be required to supply officials.
SCORING:
a)
Divisional Championships – will be determined by the top four place finishers. If there is tie, it will
be broken by the finish place of the fourth runner.
b) Overall Championship – based on a scoring system 1st – 10, 2nd – 8, 3rd – 6, 4th – 4, 5th – 2, 6th – 1
- Only one team per division can score divisional and overall team points.
- First place team in each division is the automatic winner.
- You do not have to have a team in each division to qualify for the overall championship.
- Overall championship is based on total team position points from all divisions.
- *If there is a tie for the overall team championship, the school with the most 1st place divisional
team championships will declared the winner.
UNIFORMS:
1)
All competitors must have either an identical school singlet (Front and Back) or an identical school
gym T–shirt displaying clearly their school's name and / or emblem. Uniforms will be checked at the
starting line.
2)
Competitors can wear running shoes, soccer shoes, a waffle–type racing shoe or a racing spike. Pin
spike should not exceed 12MM in length.

TIE BREAKING PROCEDURES: If there is a tie for the overall team championship, the school with the
most 1st place divisional team championships will declared the winner.
RESPONSIBILITIES:
Get all entry requirements in by Friday October 21st, 2011 to Al. Baigent Neil McNeil by 4:00pm.

(Coaches please be aware that no Soccer balls, footballs,
Frisbees will be allowed or tolerated anywhere within 200m of
the course.)
AWARDS:
The first three finishers of each race will receive a medal. The runners (Max 10) of the top three teams in
each race will receive medals.
Father John Redmond Award is an award presented annually to the top female and top male athlete of the
T.D.C.A.A. championships. The coaches will select the winners of the award.
To win an age category, the team with the fewest accumulated points is declared the winner.
Team Awards: A Pennant will be presented to the overall champion in both boys and girls champions.
A Pennant to each divisional champion.
Entry Information – Late entries after Friday October 21st, 2011 at 4:00pm will be subject to an additional
entry fee of $10.00 per athlete with no team max. ($17.00 per runner)
All athletes competing must be registered on the TDCAA entry form, OFSAA / TDCAA eligibility
form, OFSAA supervision form and OFSAA practice form.

Entries: Entries must be sent to the X-Country convener by 4:00pm the Friday prior to the
championship date. Friday October 21st, 2011. (Late entries will be subject to an ADDITIONAL entry
fee of $10.00/athlete = $17.00 RUNNER)

1) Official TDCAA entry form.
2) Entry fee of $7.00 athlete - no team max, payable to the TDCAA (If entry is faxed the entry fee must paid before package pick up)
3) Completed OFSAA Supervision- practice with signatures

OFSAA Cross Country 2011 SUPERVISION FORM
The 2011 OFSAA Cross Country Championship is being conducted in Ottawa on Saturday November 5th, 2011.
According to OFSAA Regulations, the following supervision requirements must be followed:
(a)
TEAMS - a teacher from the same school, or a retired teacher, as approved by the principal of the school,
must accompany and be responsible for the team.
(b)
For INDIVIDUALS the principal of the school may designate an adult who is not a teacher to accompany the
athletes. In addition, a teacher, or a retired teacher, must be present and on site and designated by the
principal to be responsible for the athlete(s). This may be a teacher from another school who is willing to
assume this responsibility.
(c)
For all sports, where the teacher, as indicated in (a) and (b) above, is not of the same sex as the athlete(s),
and where the athletes(s) are required or might be required to stay overnight, a supervisory adult, as approved
by the principal of the school, of the same sex as the athlete(s), must be present and available at the
accommodation site for the duration of their stay in the accommodation. This may be a parent.
(d)
Any athlete participating in an OFSAA Championship or an OFSAA qualifying event must have participated as
a member of a bona fide high school program during the Cross Country season (September - November)
under the supervision of a teacher-coach as certified by the school principal.
Should any students qualify from your school to the OFSAA Championship the following designated teachers and adult
supervisor(s) shall be present and responsible for those competitors for the duration of the Championship.

THE FEDERATION'S TRANSFER POLICY
(Reference: OFSAA By-Law 5, Eligibility for Competition, Section 3(f). Should there be any discrepancy on the web site between this edition of the Policy and the quoted
By-Law, the By-Law shall take precedence.)
No school shall include in its line-up any student who has been registered as a transfer from another school within the previous twelve (12) months. The Federation’s
Transfer Policy applies to all students transferring into Ontario high schools.
In accordance with the Federation's Transfer Policy Procedural Process, a student or his/her representative may apply to the Federation's Board of Reference to be
deemed eligible to participate in Federation sponsored events according to the following criteria.
(a)
(i) there has been an accompanying change in legal residence by the student and his/her immediate family to the designated school from any system (public,
catholic or independent) according to school board boundaries (or is the closest school in the student’s choice of school system to the student’s home if no
school boundaries exist). Immediate family is the parent(s) or the student’s legal guardian as determined by a court of competent jurisdiction. See Note 8.
(ii) Students transferring to an Ontario school from outside North America may apply under this section.
(iii) A student attending a school as a result of the closure of his/her former school may apply under this section.
(b)
(i) the student did not participate in any sports at the interschool level for twelve months prior to the date of transfer. Written confirmation from the Vice
Principal, Principal, Department Head, or Athletic Director at the previous school is required. OR
(ii) The student accepts his/her ineligibility under the Transfer Policy, but requests eligibility for the sports he/she did not participate in at the interschool level
for the twelve months prior to the date of transfer. Written confirmation from the Vice Principal, Principal, Department Head, or Athletic Director at the previous
school is required.
(c)
The student has transferred from a non-semester school to a semester school for Semester I and is either within one (1) semester of graduation or is within
four credits of the academic requirements for university admission. The purpose of such a transfer is to complete high school in one semester. Such a student
is eligible for
Semester I only and will be ineligible for twelve (12) months after the conclusion of the semester.
(d)
The student has been placed in a school by (i) an I.P.R.C. (Identification, Placement and Review Committee) decision; or (ii) a court order. The Federation's
Board of Reference shall require and receive a letter from the principal of the school from which the student has transferred, stating the reason for the
placement of the student by
I.P.R.C., or a copy of the court order placing the student in the new school, whichever is applicable.
(e)
the student has transferred for major academic program needs. Major academic program needs are defined as a series of related courses which is
unattainable at the previous school and which is a pre-requisite for entrance requirements for a specific post-secondary goal (i.e. college or university
entrance, employment ,apprenticeship).
(f)
the student:
(i) has transferred prior to their grade 10 year for exceptional personal, social or academic reasons. Documentation detailing these exceptional reasons must
accompany the appeal.
(ii) has changed residence to live with a custodial parent, or to live with a new, court-appointed legal guardian for exceptional personal reasons.
Documentation showing that there was just cause for the move must accompany the appeal. See Note 8.
(iii) has transferred to remove him/herself from an abusive home environment. Documentation detailing the abusive situation shall be provided by the
applicant from the sending school, psychologists, social worker, medical doctor or police, as the case may be. (All documentation will be reviewed respecting
confidentiality.)
(iv) has been forced to leave an independent school specifically due to financial hardship. The appeal must include the following information: documentation
confirming change in tuition fees; documentation regarding family requests for bursary assistance to meet financial hardship; documentation regarding
significant changes in the financial situation of the family; and, confirmation that the student will be attending the designated school in their home catchment
area.
(v) Failed Intervention Strategies: The student who has transferred (or is considering transferring) experienced educational and/or social difficulties that
have clearly been documented on the student’s scholastic record and, in the opinion of school administration, it is in the best interest of the student to transfer
schools as a direct result of the failure of the intervention strategies put in place by the school to deal with the situation. The transfer must be approved by the
receiving and sending school principals and both schools’ athletic coordinators or heads of physical education. Students should apply prior to the actual
transfer of schools if possible to deal with the situation. The onus is on the student to provide documentation that he/she has fulfilled their obligations outlined
in the strategies.
Notwithstanding any of the above, no student may play the same sport for more than one school in the same League or municipality in the same school year unless the
student is ruled eligible by the Federation's Board of Reference under subsection (a) of the Transfer Policy.
Notes:
1. Once a student has changed schools he/she is considered a transfer student and even if he/she returns to a school, he/she must comply
with the Transfer Policy.
2. The word "participate" in section (b) of the Transfer Policy means competing for your school in that activity. This includes exhibition
games and invitational tournaments/events, not just league play.
3. The Board of Reference will not consider as reasons for transfer:
(i) the relative ranking of schools or the differences in delivery of courses with the same Ministry course codes;
(ii) that a sport or team is no longer offered at the previous school.
4. Students moving from a school in a strike/lock-out area are ineligible for all sports played in the previous 12 months from their date of
entry into the new school.
5. Out of province and out of country exchange students are not considered transfer students and are eligible for all sports.
6. Students transferring from other provinces, states, or countries who have graduated from high school or equivalent, are ineligible for
OFSAA competition.
7. Students applying under Sections C, E or F must attend the next closest school (of their choice of school system) to their home
residence.
8. When applying under section (a)(i) or (f)(ii), the student will provide evidence/documentation confirming a change in legal residence
which may include:
• telephone and utility service operative at the new residence and telephone and utility service disconnected at the former residence;
• vehicle registration listing the new residence;
• real estate documents indicating and verifying a change of residence (e.g., sale and purchase);
• parents/court-appointed guardians’ property tax bill listing the new residence;
• insurance slip for home and auto insurance;
• school documentation showing that sibling(s) attend local elementary school and/or the same high school as the transferring student;
• any other documentation that is requested which establishes the student and his/her immediate family is living at the new residence.
Production of evidence/documentation described above does not guarantee eligibility. The Federation’s Board or Reference shall, in its sole and exclusive
discretion and authority, consider such application and rule the student eligible or ineligible.
