A critical step in enabling this vision of a provincial approach to health services is the commitment to consolidate the nine existing district health authorities into one Nova Scotia Health Authority, with the IWK Health Centre remaining as a separate authority. A streamlined health system can provide many opportunities to put resources where most effective to meet population needs, build a system that focuses on people and patients, ensure a provincial approach to planning and integration of services, and reduce duplication. The Nova Scotia Health Authority (NSHA) has been created by legislation and was effective on April 1, 2015. The year ahead is one of transition and early transformation of the health system. This leader will work with the Vice President, Integrated Health Services Program of Care 2 and has accountability and responsibility for the largest academic Perioperative Service in Atlantic Canada that spans for operational zones including all surgical specialties: Transplant OR, Orthopedic, Plastics, Neurosurgery, Cardiovascular, Vascular, General Surgery, OMF, ENT, Urology, Gyn Oncology, Ophthalmology, and Dental. Mandate: Reporting to the Vice President and working closely with Zone Executive Directors and the Senior Director QEII HSC, the Senior Director Perioperative/Surgical Services is responsible for the planning, standards and operational oversight of Perioperative/Surgical Service and Medical Device Reprocessing services across the NSHA. Working in a co-leadership model with directors and physician leaders, this position enables and supports the ongoing delivery of fully integrated perioperative/surgical, medical device reprocessing services across the province: contributes to the development of strategic plan; and oversees execution of operational plans that support excellence in care delivery, improvement in health outcomes, and achievement of standards of care established by the Department of Health and Wellness. The Senior Director Perioperative/Surgical Services ensures continuous improvement to advance a vision of academic excellence within the provision of care and is responsible for the development, maintenance and monitoring of quality management and safety programs, and compliance with relevant standards and accreditation requirements. The Senior Director facilitates and champions a learning and research environment that aligns with the current and proposed future state of the Nova Scotia Health Authority. Accountabilities: Develops system wide operational plans for the Perioperative/Surgical and Medical Device Reprocessing services in collaboration with Zone Executive Directors, Directors, Physician Leaders and the IWK and under the standards set by the Department of Health and Wellness and the strategic direction set by the Vice Presidents – Integrated Health Services to ensure the provision of integrated, safe, high quality and sustainable services across the continuum and lifespan. Leads, creates and fosters a culture of safety, continuous improvement and creativity aimed at improved health outcomes. ~1~ Establishes and implements deliverables, action plans and key performance indicators that advances operational directives, priorities, quality initiatives and enhancement of patient care, measure progress towards achieving strategic and operational plans within the NSHA Establishes and fosters the development of networks and partnerships and facilitates collaboration with other programs/services (internal and external) to build and strengthen relationships and achieve objectives by ensuring intricate problem solving, relationship building, partnership development, and advocacy. Provides leadership in the development of the business planning process in collaboration with Zone Executive Director(s), for the programs, capital equipment planning and capital project proposals to support and sustain effective and efficient operations in alignment with the NSHA’s short and long term objectives Collaborates with Department of Health and Wellness, Vice President, and zone leadership for the provincial planning of perioperative/surgical services. Eligibility: Baccalaureate degree in health related discipline Master’s degree in health related discipline, health administration, business administration or related subject Registration with relevant health or professional discipline/college or association Certified Health Executive is an asset 7-10 years of relevant senior leadership experience with progressive accountabilities for financial, strategic and people management to deliver high quality services within a tertiary, quaternary and academic health centre. Excellent leadership, relationship building, organizational and decision skills in support of patient, family and client centred services. Expert knowledge to critically analyze evidence-based practices to inform strategy development and organizational planning. Strategic planning and systems thinking. Expertise in financial planning. Evidence-based collaborative problem solving of complex multifaceted issues. Understands the principles of project management and demonstrated ability to create and lead complex work teams. Demonstrated advanced communications skills/positive energetic public persona. Ability to analyze and interpret statistical data and monitor quality and performance indicators and benchmarks.
