The European Organisation for Civil Aviation Equipment
Activity report
to
CNS-ATM meeting 40
(Gilbert Amato)
11-12 February 2008
1
WG Activities (1/5)
WG-14 “Environment”
 ED-14F “Environment Conditions and Test Procedures for
 Expected in MAR. 2008
Airborne Equipment”
WG-41 “A-SMGCS”
 ED-87B “MASPS for SMGCS”
 PUBLISHED in JAN. 2008
The group plans to have a meeting in Summer 2008 to evaluate the ASMGCS standards possible
requirements following the completion of SESAR definition phase
WG-44 “Terrain Data Bases”
Could restart its activities in summer 2008 as there is a need to update ED-99 “User Requirement for
Aerodrome Mapping Information ” and ED-119 ”Interchange Standards for Terrain, Obstacle and Aerodrome
Mapping” due to new ARINC Specification 816 and regarding AIXM and AMDB requirements.
WG-49 “Mode S Enhanced Surveillance”
 ED-73C “MOPS for SSR Mode S Transponders”
 Expected Q2 2008
WG-51 “Automatic Dependent Surveillance-Broadcast (ADS-B)”
 ED-156 “ADS-B Application Interoperability Requirements for
 PUBLISHED in DEC. 2007
VDL mode 4“
 ED-129 “Technical specification for 1090MHz ADS-B Ground station”
 Expected EARLY 2008
WG-53 “Air Traffic Services” is now disbanded.
 ED-110B (DO-280B) “Interoperability Requirements for ATN
 PUBLISHED in DEC. 2007
Baseline 1”
 ED-122 “Safety and Performance Standard for the Air Traffic Data Link
 PUBLISHED in DEC. 2007
 ED-154 “FANS 1/A-ATN Interoperability Standard” (under formatting)
 Expected END FEB.2008
2
WG Activities (2/5)
WG-59 “Flight Data Processing Interoperability”
ED-133 “Flight Object Interoperability Specification”
 Expected at end 2008
WG-60 “Modular Avionics”
A letter has been sent to Air to provide EUROCAE position. The group is now disbanded.
WG-61 “Open Architecture for Air Traffic Management Systems”
EUROCAE TC proposed to make the group “dormant” until a clear ATM Architecture requirement would be
defined within SESAR development phase. But the Council is more in favor to ask the Group to propose
“side” or “preparatory” activity to fill up the gap.
WG-64 “Air Traffic Management Risk Assessment”
ED-125 “Process Specification for Performing risk Assessment and Mitigation in ATM in Compliance with
ESSAR4”  Initially expected in January 2008 but outstanding issues raised by the CAA-UK is delaying
the expected publication.

“Guidelines for ATS (or ANS) Software Insurance”
WG-69 “A-CDM”
ED-153
ED-141 “Airport CDM Functional Specification”
 ED-145 “Airport CDM Interface Requirements”
 ED-146 “Test and validation procedures”

 Expected MARCH 2008
 Expected MARCH 2008
 Expected EARLY Q2 2008
 Expected EARLY Q2 2008
3
WG Activities (3/5)
WG-71 “Software Consideration in Aeronautical Systems”
Big issue concerning the WG-71/SC-205 to merge both ED-12 “Software Considerations in Airborne Systems
and Equipment” and ED-109 “Guidelines for CNS/ATM Systems Software Integrity Assurance”. The RTCA PMC
was strongly against.
Eurocae proposal was to find a compromise. This was done and the solution is to adopt an identical template
for both EDs which are, for the time being remaining separate.
WG-72 “Aeronautical Systems Security”
A main concern is the poor participation of European Regulatory authorities, and in particular that of EASA, in
comparison with the active involvement of the FAA. The risk is that US federal regulations and standards will
become de facto standards with all that could imply. EUROCAE has sent a letter to EASA Regulatory Director
and Certification Director to require more participation of the Agency.
WG-74 “ Emergency Locator Transmitters”
ED-62 RevA “MOPS for Emergency Locator Transmitters 406 Mhz
 Expected Q2 2008
WG-75 “TCAS”
ED-143 “MOPS for TCAS II Airborne Equipment” is under public consultation
 Expected Q2 2008
WG-76 “AIS/MET Data Link Applications”
ED-151 “ OSED for AIS and Meteo Data Link Services
 PUBLISHED in DEC. 2007
4
WG Activities (4/5)
Expected New WGs:
WG-78 “Data Communication – Next Generation Air Transportation System
(NextGen) & SES ATM Research Initiative“
An official letter has been sent to express the European position regarding proposed TORs.
Discussion will take place during SC-214/ROSA meeting held in Arizona on 11th & 12th
February.
EUROCAE WG-78 will be officially Kicked Off at next meeting in Europe (in spring 2008).
Issues:
Current TORs for WG76 / SC206 and WG78 / SC214 includes an effective overlap
 WG 76 scope addresses AIS & MET data-link services with an orientation on the contents
(whatever the application ATC or non-ATC) with already validated OSED
 WG 78 scope addresses all data-link services intended for ATC application with an
orientation on the operational usage with already on-going activities.

This situation is driving issues
Same services with different implementation standard (safety, performances) without
justification
– Duplication of tasks (e.g. NOTAM services addressed in both groups)
– Difficulties for future implementation
–
5
WG Activities (5/5)
on “Enhanced Vision Systems (EVS) , Synthetic Vision Systems (SVS) and their combination
(ESVS)” (Existing RTCA activity through SC-213)
WG-79
 Kick Off on 20th March 2008 to be confirmed
WG-81
on “Interoperability of ATM Simulator Platforms”
 Under EUROCAE Council approval process
WG-80
on “Fuel Cells” (Joint activity with SAE)
An audio conference was organised on 4th February 2008 to evaluate the interest drawn on such activity.
A 3 step approach is proposed as follows:
Short Term:
Development of safety guidelines related to the issues around installation of fuel cells on board aircraft.
Consolidation of existing power system requirements and review of fuel cell performance against baseline
requirement.
Medium Term:
Review of Fuel Cell technology maturity relate to aviation requirements.
Definition of future on board electrical applications which could be supported by fuel cells.
Longer Term:
Development of detailed specifications for safety assessment and certification of fuel cells on board aircraft.
Subsequent to this the first “real” meeting could be envisaged in the summer depending on the EUROCAE
and SAE approval of the activity.
It was decided to arrange a second Audio conference around the time of the planned SAE AE7 meeting on 22nd
April to further progress the discussions.
