Center for Security Studies - KEMEA Dr. Georgios Leventakis Senior Advisor – European Projects gleventakis@kemea.gr www.kemea.gr The role of ΚΕΜΕΑ KEMEA is the authorized body of the Hellenic Ministry of Public Order and Citizen Protection which: • conducts research projects and studies on homeland security related to the Ministry of Public Order and Citizen Protection and its associated agencies, as well as other domestic Ministries and agencies involved in the Security Theme, • designs and carries out research projects as a representative of the Ministry of Public Order and Citizen Protection's subordinate organizations, on behalf of or in co-operation with respective EU, other state or international organizations Critical Infrastructures Protection KEMEA was appointed by Presidential Decree No39 (06.05.2011), as the “National Contact Point” for the protection of European Critical infrastructures (ECIs) - “ECIP contact point” – following the implementation of the 2008/114/EC Directive of the European Council of December 8th 2008 “regarding the definition and designation of the European Critical infrastructures and the assessment of the need to improve the protection of such infrastructures" International Cooperation • European Organization for Security (EOS) – as a member of the BoD of EOS • Public Safety Communication Europe Forum (PSCE) – as a member of the PSCE • John Jay College of Criminal Justice, University of New York (CUNY) – Co-organization of “The Rule of Law in an Era of Change: Security, Social Justice and Inclusive Governance” June, 11-14 2014, Conference in Athens, Greece ΚΕΜΕΑ in FP7 • 1st ranking Greek Organization in participation number at the FP7 – SEC • 2nd ranking in overall European funding in National level • Cooperation with more than 100 different entities, (Services, Research Centers, Universities and enterprises) • Participation into “Roadmap” projects regarding research priorities in different sectors – EUSEC II, THE HOUSE, CRESCENDO, CRISYS, ACRIMAS • Participation into two DEMONSTRATION PROJECTS – PERSEUS (Protection Of European Seas And Borders Through The Intelligent Use Of Surveillance ) – CORE (Consistently Optimized Resilient Secure Global Supply-Chains) • Participation into EWISA - POV (Early Warning for Increased Situational Awareness for Land Borders) European Research Projects in FP7 PREFER LOBOS SAGRES THE HOUSE EUSEC II LEILA P-REACT Coordination and Research structure in the Security sector Space PROACTIVE DITSEF Citizens Security PACT CORE VASCO STAR-TRANS SERSCIS ARGOS SAFE-CITY Security of Infrastructures and Public Utilities services Security and Society Integration, Interconnection, and Interoperability of Security systems HITGATE SEC IN CORE Restoring Security and Protection in Crisis situations Intelligent Surveillance and Border Security IMPRESS AIRBEAM SUNNY DARIUS CRISYS IDIRA ACRIMAS ESS POP-ALERT EWISA PERSEUS SNOOPY DOGGIES TALOS LBCSS SPEED What KEMEA may bring to an RTD project • Combines Research and End Users Experience (18 active officers from Police and First Responders Agencies + 35 Senior Researchers) • Common tasks – Identification of persisting gaps – review of existing national and EU Policies – Specification of the End-Users requirements, based on lessons learned, questionnaires & interviews – Support - Organize – Evaluate Test Field Trials – Dissemination to the End – Users Community – Organize training courses – Assist to the Legal – Data Privacy and Ethical Issues – Conduct basic research on very specific issues H2020 - 1st Call Priorities Disaster Resilience • Interest to participate as end – user in DRS 7, DRS 9, DRS 19, DRS 20. • Strong interest in DRS 5 - 2014: Crisis management topic 5: Situation awareness of Civil Protection decision-making solutions – preparing the ground for a Pre-commercial Procurement (PCP) H2020 - 1st Call Priorities Fight Against Crime & Terrorism • KEMEA has a direct and high interest to participate in all the topics of this chapter : I. Forensics II. Law enforcement capabilities III. Urban security IV. Ethical/Societal Dimension • FCT 14 - 2014: Ethical/Societal Dimension Topic 2: Enhancing cooperation between law enforcement agencies and citizens Community policing – Intention to participate as a Proposal Coordinator with the participation of other Police Services from the EU H2020 - 1st Call Priorities Border Security and External Security • KEMEA has conducted two studies on • Design and development of the National Border Surveillance System, as well as the setting up of the Technical Specs for the development of the National Coordinating Center according to the EU Regulation for the development of a European Border Surveillance System (EUROSUR) – Delivered in June 2011. • The development of an Integrated and Automated Surveillance System for the Greek borders. – In progress • KEMEA is interested to participate in BES 9 and BES 14 H2020 - 1st Call Priorities Digital Security • KEMEA is interested to participate as an End User to the above mentioned thematic area and especially to DS-2 Access Control and DS-6 Risk management and assurance models Greek Cyber Crime Center of Excellence (http://www.cybercc.gr/el/) Vision for a next generation Integrated Maritime Surveillance System across the Eastern Mediterranean Region Added protective layers for the SE borders of Europe : • Strengthening the operational capacity of MS under the greatest pressures of diverse nature (political, financial, migration, new forms of crime) • Enhancing proactive responses to significant and unprecedented uncertainties at external borders, and • Safeguarding positive achievements in demanding situations & sustaining innovation potential and supporting growth Development of a South- Eastern Europe Border Management Strategy based on well acknowledged and validated Risk Assessment Methodologies with the assistance of a Large comprehensive “toolbox” of individual surveillance systems and technologies tailormade to the specific requirements of the Region. Technical and technological means/assets for better coordination providing early warning capabilities (e.g. surface – maritime surveillance systems, Manned - Unmanned Aerial Vehicles, Space Applications and Products including Navigation systems , and Communications and Information Data exchange mechanisms) Concluding • ΚΕΜΕΑ has already a significant experience and participation in the research affairs within the broader thematic area of Security. • KEMEA is a point of reference for the participation of the Ministry of Public Order and Citizen Protection into research activities.
