Section 701
(Classification of Occupancies)
Group A “Residential Dwellings”

o Division 1-single family occupants like school, churches, and parks.
o Division 2- exclusive use of non-leasing occupants not exceeding 10 persons. Includes, singleattached, duplex, or townhouses.
Group B “Residentials, Hotels, and Apartments.”

 Multiple dwelling units that accommodate more than 10 people. Like boarding house, and hotels.

 Used for school or day-care purposes
 Involves assemblage for instruction, education, or recreation, and not classified in Group I or in Division
1 and 2 of Group H Occupancies.
Group D “Institutional”

 Division 1 – Facilities where personal liberties are restrained like mental hospitals, jails and prisons.
 Division 2 – Nurseries for children of under kindergarten age and non-ambulatory patients that
accommodate more than 5 people.
 Division 3 – Nursing homes for ambulatory patients and children of kindergarten age or over that

 Division 1 – Structures that stores and handles highly flammable materials.
 Division 2 – Structures that stores and handles flammable materials; dry cleaning plants using flammable
liquids, paint stores, etc.
 Division 3 – Warehouse where highly combustible materials are manufactured, processed, generated and
stored. Wood working establishments.
 Division 4 -Repair garages.
 Division 5 – Aircraft repair hangars
Group H “Assembly other than Group I”




Division 1 – Assembly building with a stage and an occupant load of less than 1000.
Division 2 – Assembly building without a stage and an occupant load of 300 or more.

RULE V11
Section 702 “CHANGE IN USE”
a) A building cannot change its group of occupancy unless it complies to the requirements of said group and
is approved by the Building Official.
Section 704
(Location on Property)
 Fire Resistance of walls
As required, exterior walls must be resistant to fire and provide opening protection. The measurement of
distance must be taken at a right angle to the property line. The total area of all exterior wall openings in
a storey cannot be more than half of the wall's total area if the openings must be protected because of their
proximity to the property line.
 Buildings on Same Property and Buildings Containing Courts
- We have to assume that there is property lime between them
- If a new building is to be erected next to an existing one, we pretend that there's an existing line from
building to the property's edge. The distance is set by the Secretary.
- Two or more buildings in one property can be considered as one building.
- If that's the case, the restriction will be provided by the building with the most restrictive occupancy.
 Building Footprint and Firewall Requirements
- If without a firewall, the footprint of a proposed building/structure shall be measured horizontally
from the property line to the outermost faces of the exterior walls of the building

- If with a firewall on 1 SIDE, footprint of a proposed building shall be measured horizontally from the

building shall be measured horizontally from the opposing property lines in case of a firewall on 2
sides or from the rear property line with a firewall to the outermost faces
- no firewalls are allowed for a low density residential (R-1) uses or occupancies. abutment of up to 3.20
meters FROM NGL MAY be permitted but solely for the purpose of supporting a carport roof.
abutment shall be constructed of r decorative concrete blocks above 1.50 meters measured vertically
from NGL; abutment shall not be longer than 7.00 meters or 50% of the side property line in total
length, whichever is shorter.
- For medium density residential (R-2) a firewall can be erected on a maximum of 80% of the total length

- For high-density residential (R-3) uses o (2) types of firewall construction may be permitted:
- For a R-3 use with a firewall on (2) sides a firewall can be erected on a maximum of 85%
of the total length of each side property line; t all firewall construction shall not exceed 65%. R-3 lots
shall only be allowed for a maximum.
For a R-3 use with a firewall on (1) side property line and at the rear property line, firewall
can be erected on a maximum of 90% of the total length of the side and rear property lines and up to
100% in case the rear property line is only 4.00 meters wide; l firewall construction at the side property
lines shall not exceed 50%. R-3 lots shall only be allowed for a maximum o (2) storey structure but not
at the rear property line where the maximum allowed firewall height shall only be 3.20 meters
measured vertically from established grade.
- For townhouse residential (R-4) uses firewalls on the two (2) sides of each townhouse unit may be
permitted. firewall can be erected on a maximum of 85% of the total length of each side property line.
all firewall construction shall not exceed 50% of the total perimeter. t firewalls in each R-4 use or
occupancy shall be allowed for a maximum e (3) storey structure.
- For residential condominium (R-5) uses, (2) types of firewall construction may be permitted
For a R-5 use or occupancy with a firewall on (2) sides, firewall can be erected on a
maximum of 75% of the total length of each side property line. all firewall construction at the side
property lines shall not exceed 50% of the total perimeter. e firewalls in R-5 uses or occupancies shall
only be allowed for a maximum eight (8) storey component structure
) For a R-5 use or occupancy with a firewall on e (1) side and at the rear property line, a
firewall can be erected on a maximum of 65% of the total length of the side property line. n a maximum
of 50% of the total length of the rear property line; provided that all firewall construction shall not
exceed 60% of the total perimeter. firewalls in R-5 uses or occupancies shall only be allowed for a
maximum eight (8) storey component structure and that at the rear property line, the maximum
allowed firewall height shall only be 14.00 meters measured vertically
- All existing openings on all firewalls shall be sealed completely to maintain the fire integrity of
adjoining buildings/structures.
- The provision of a fully functional sprinkler system and the installation of other fire-retardan may allow
firewall construction for up to 70% of the total perimeter of the property lines provided that the
prescribed setbacks, s fronting the Road Right-Of-Way (RROW) are first fully complied with;
Section 707
(Maximum height of buildings)

The maximum height and number of storeys of a building depends on the group of occupancy it belongs
to, location, and the building requirements, and other considerations.
a. building height limit (BHL)- maximum height is based on proposed use and other development
controls (dc) and perimeters. May be subject to clearance requirement of AIR
TRANSPORTATION OFFICE (ATO). Signage, antenna, telecom towers and the like are excluded.
 In sloping grade where edges of building footprint (AMBF) is perpendicular to the RROW has difference
in elevation of less than 3meter, the NGL is the established grade elevation.
 In sloping grade where edges of building footprint (AMBF) is perpendicular to the RROW has difference
in elevation of more than 3meter, the Average Grade Level is the established grade elevation.
 The maximum height shall not exceed 3.00 meters measured from the highest adjoining sidewalk or
ground surface except towers and spires. It may extend not to exceed 6.00 meters above height limits if
of combustible materials.
Other considerations in height determination
 The planner must know and consider the present and projected population density of the site.

built higher than that with a greater PSO, AMBF or MACA;
A proposed building which has a greater TGFA requirement shall be built higher than that with a lower TGFA
requirement
A proposed building/ with a higher FLAR designation/rights may be built higher than that on a lot with a lower
FLAR designation/rights
Lots that face a wider RROW may become the site of a taller building compared to a lot facing a narrow RROW

regardless its occupancy, lot size and dimensions.

IN ACCORDANCE WITH THE International Civil Aviation Organization (ICAO), the Philippines shall follow the rules
of Administrative Order No. 5 (Civil Air Regulation) of the Air Transportation Office (ATO),
Parking Slot, Parking Area and Loading/Unloading Space Requirements







Any building/structure must have a space for parking slot, parking area and loading/unloading that isn’t place or in
the road right-of-way.
Average car size has to have a parking slot of 2.50 m by 5.00 m for perpendicular/diagonal parking while parallel
parking is 2.15 m by 6.00 m.
Bus parking/loading space needs to have a minimum dimension of 3.60 m by 12.00 m.
A truck has to have 3.00 m by18.00 m as its minimal lot dimension.
An articulated truck has a slot dimension of 3.60 m by 18.00 m, and should be adequate enough to have a 12-meter
container van or a bulk carrier.
For jeepneys and shuttle spaces, 3.00 meters and 9.00 meters is the minimum dimension used.
A plan for parking area should be up to scale with an indication of total number of spaces, and whether or not it will
be attendant-managed.
Parking computations
a fraction of 50% and above shall be considered as one (1) car parking slot. minimum of one (1) car parking slot shall be
provided unless otherwise allowed under this Rule.







Multi-floor parking garages may serve the 20% parking requirements of the building within 200.00 meter radius
provided at least 80% of the parking requirements
For buildings with features intended for the occupancy of the handicapped the minimum provisions of BP 344 and
its IRR with respect to parking shall be strictly observed.
Allowed Off-RROW/Off-Street cum Off-Site Parking Provision- Allowed Off-RROW/Off-Street cum Off-Site Parking
Provision, facilities specifically consist of reserved parking slots within a permanent parking building and not in a
vacant parking lot for a commercial development. parking slots are located no more than 100.00 meters away
from a residential building project or are located no more than 200.00 meters away from an office or commercial
building project.
Direct access of parking slots and terminals to the RROW is disallowed to prevent the usage of the RROW as a
maneuvering area.
Traffic generating buildings like shopping malls may be located at major intersections or within 100.00 meters. and
the straight curb of the intersection shall not be less than 50.00 meters.
For R-2, R-3, GI, C, C-2 and C-3 occupancies, front yards abutting RROW are not to be used for long-term off-street
parking. the RROW and the building/structure) shall be used exclusively for driveways
For Basic R-2 and Basic R-3 occupancies for single family dwelling units only), up to 50% of the front yard abutting

Section 804 (Size and dimensions of courts)
 Minimum horizontal dimension of court shall NOT BE LESS THAN 2.00 meters. All inner courts shall be

connected to a street by a passageway with a minimum width of 1.20 meters or by a door through a roomS
