The Governance of Basic Education Act of 2001 (RA
9155) mandates that the Department of Education enact
policies and mechanisms through which the delivery of
quality basic education may be continuously improved.
Chapter 1, Section 7 (5) includes among the responsibilities
of DepEd across all governance levels the undertaking of
“educational research and studies” that will serve as one of
the bases for necessary reforms and policy development.
Through this mandate, DepEd Order No. 16, s. 2017
(Research Management Guidelines) was established to
provide guidance in the management and conduct of
research initiatives at the national, regional, schools division,
and school levels to further promote and strengthen the
culture of research in basic education. This policy also
covers instructions for eligible DepEd employees in availing
of research funds.
In line to this, the conduct of this training can revitalize
the entire learning community, as well as aid teachers in
changing or reflecting on their classroom practices. With
proper guidance and collaboration in conducting an action
research, teachers can come up with solutions on existing
issues or problems they encounter inside the classroom or
other classroom-based inquiries relevant to the
stakeholders.
 To provide teacher-researchers with a method for
solving problems in their respective classrooms that
may improve both student learning and teacher
effectiveness
 To encourage and assist teachers to conduct action
research as a means of effecting positive social and
educational change in their immediate environments
and spheres of influence
 To provide opportunities for professional and
personal growth and development of teachers
