It all began when the chamber
was asked to participate during SB
City
Unified
School
District’s
Superintendent Dr. Dale Marsden’s
“Make Hope Happen” Conference in January. The chamber’s mission was to give
teachers a guided tour to show off SB’s many active business districts. The Chamber
chose to accept that mission, and off they went, for two days of field trips, each day
with a coach full of 40 teachers.
The Tour began by exiting CSUSB at University and Kendall while Judi Penman,
President/CEO and Colin Strange, Dir of Business Resources of the Chamber acted as
tour guides. The route was strategically planned so announcements of various details
of information could be revealed along the journey regarding economic development
and who was building what, with a few stops for tours of businesses and dialogue with
owners or managers.
Even though the “coach” was an hour late returning to Cal State, at the end of the
day, there was not a complaint regarding the tardiness. They were excited and
pleased, saying, describing their adventure “It was beyond our expectations”. Most
exclaimed they had no knowledge of what they had seen or what was
happening in San Bernardino before their excursion. That statement was not a
surprise to the tour guides, which is usually the response at the Chamber’s
Leadership graduation. It was a GREAT opportunity for the Chamber who was
pleased to have been included to show off the positive side of SB.

GOVERNMENTAL AFFAIRS COMMITTEE
Governmental Affairs Committee is one of the most important committees in the
Chamber with meetings on the first Thursday of the month, together with staff of local
legislators representing districts at both the federal and state level. This is where your
chamber works for you supporting your business in the most important arena.
Over the past few meetings a number of pieces of pending legislation has come to
the fore, amongst those has been State Senate Bill 8, also known as the “The
Upward Mobility Act” which seeks to impose a sales and use tax on services,
ranging from haircuts to engaging the services of a lawyer or accountant.
Currently sales tax is only applied to physical goods but proponents of Senator
Hertzberg’s bill argue that over time California has moved away from a manufacturing
economy to a service oriented economy, and that as a consequence the state is losing
approximately $10 billion in annual revenue,
most of which should be directed to K-12 and
higher education.
Your Chamber Board opposes any tax
increases on businesses, especially in a
state that is already taxed at one of the
highest rates in the nation, and has lobbied
against this bill.
AB 2588 requires businesses to notify the
public of new “health” risks with regards to
their emissions despite the fact that their
emissions have NOT changed, or even
DECREASED. This leaves the public with the
false impression that emissions have worsened
when the exact opposite is true. The
committee
felt
this
bill
would
unnecessarily alarm the public while at
the same time damage local businesses,
and spoke out against it.
This committee has also arranged a number of Legislative Breakfasts with local
legislators, the most recent with state Senator Mike Morrell was held at the
Arrowhead Country Club on March 27th where the Senator also spoke out against SB 8.

SEXUAL ASSAULT ADVOCATE PROGRAM

Congrats
For more than 37 years, SB County Sexual Assault Services advocacy team has
offered SB Valley College, Crafton Hills College, University of Redlands and CSUSB
students and staff guidance and support through the legal, medical and psychologically
challenging maze that a survivor must navigate after reporting an assault. Since the
expansion of the laws involving sexual assault prevention and advocacy, they now
work with the high schools and middle schools too.
SBCSAS has entered into an official Memorandum of Understanding with the SB
Community College District working with District staff and the District Police
Department to assist in situations where a victim has intimated that sexual abuse,
sexual violence or domestic violence has occurred. Victims may contact the Police
Department on either campus or contact the SBCSAS directly for assistance. The
precipitating event may have just occurred or may be a past assault. Chancellor Bruce
Baron explained, “We looked to partner with the organization that has provided our
campuses with professional services with great sensitivity for many years.”
According to Pierre Galvez, Chief of Police for the SBCCD, “Our informal
arrangements have been formalized, and members of the SBCCVD community have
the assurance of the availability of SBCSAS advocates, should the need arise. Our
officers work closely with their staff and understand the delicate nature of the
circumstances. Workshops and onsite prevention activities are available.”
Candy Stallings, has been the Executive Director of the SB County Sexual
Assault Services for 28 years and is responsible for 13 staff and a volunteer of
about 25 in offices in SB, Redlands, Yucaipa and Victorville.
She said,
“because we are not college or District employees, we are independent
advocates. As a result, we are able to offer legal confidentiality to the
survivor of an assault.”
AMELIA SANCHEZ-LOPEZ RECOGNIZED AT 17TH ANNUAL SB
COUNTY “SHINE A LIGHT ON CHILD ABUSE” AWARDS BREAKFAST
Amelia has been involved in her capacity in the Alcohol Drug Abuse Program, in
promoting community-based prevention solutions to policymakers to benefit youth and
communities. One of her many successes include working with SB city officials, police,
and department heads to password ordinances that would help the city set
performance standards for alcohol outlets.
(Deemed Approved Ordinance), hold
individuals accountable for providing alcohol or a place where alcohol was available to
minors (Social Host Ordinance) and mandatory Responsible Beverage Sales and
Service training for alcohol retailers (RBSS). She also provided information to the SB
City Attorney on drug use at the former Hudson Theatre that was frequented by
minors. At Amelia’s invitation, she and the city attorney did a walk-through of the
Hudson together, leading to undercover operations that revealed drugs were being sold
and subsequently the Hudson was closed.
Another successful program Amelia organizes each year is the DUI Court in School
Project which involves working with the D.A’s Office, MADD, Superior Court, Public
Defender’s Office, students from Friday Night Live, and Sheriff’s Department. It
requires attorneys to argue the facts of a real DUI case, which resulted in death or
great bodily injury to high school students just before prom and graduation. The high
school students are shown actual photos from the crime scene and hear the 911 calls,
which were made at the time of the incident. The students witness the judge
pronounce sentencing on the defendant and get to ask the panel questions.
Amelia’s work has involved promoting policies related to substance abuse that
negatively impact youth; mentoring youth on how to organize and voice their concerns;
mentoring youth on how to advocate for healthy lifestyles and participate in prevention
solutions; and helping to create leadership opportunities for youth. Amelia strength is
that she believes in networking and collaborating with people to achieve positive
community outcomes. Amelia has worked for SB Co Public Health for over 20 years.

A WORD ABOUT THE PEOPLE WHO ATTEND KOFFEE KLATCH
Koffee Klatch began over 50 years ago by a man named George Webster, the owner of the Boulevard Market
located at Marshall and “E” Street. He was part of a group called the “Blue Coats”. In those days, it was for men
only. As time went on this small popular networking group evolved and eventually even women were allowed to
join and somehow it was named Koffee Klatch. Through the years, all different styles of personalities came and
offered their wit and technique, making it the place to be on a Wednesday morning. One Wednesday Diane
Feinstein made an unexpected appearance announcing that she was running for California State Senator.
George had a saying, “Why are we here?” To which he continued, “We are here to serve”. In general,
the people who attend Koffee Klatch are caring and involved individuals. Some use their turn to share a passion
they happen to care about at the time rather than introduce their business. It might be Jim Stark asking the
group to collect pull-tabs for Ronald McDonald House, which will be turned in for money.
It could be Ethiem Lewis from Costco giving a program about Children’s Hospital, sharing all the good that
Children’s Hospital does.
Joe Guerra, active in Kiwanis who is always willing to help, decided to start a campaign to collect tooth brushes
after hearing Margie Arnett, chair of this year’s Headdress Ball for the Assistance League, speak at KK. When
Margie explained how the proceeds would go towards the dental clinic and how many children do not have
toothbrushes, Joe went into action. Margie’s real job is working for the Loma Linda University Faculty Dental
Office. Joe has been successful in his Horace Mann Insurance office, which he recently sold to Julee Littleton.
Over 800 tooth brushes were collected with a little help from many people. WOW! Did this sound like a Soap
Opera? How the Chamber Turns. No! Just a lot of Networking to give a lot of tooth brushes to a bunch of kids.
The Chamber’s Ambassador Chair, Maryann Quiggle, is another person with a positive gift. For years, she and
her husband Kevin have been big players in the “Nutcracker,” a wonderful asset to SB. She not only assists her
husband Kevin with their business I.E. Glass, but she also tutors.
Then, of course, there is always Manny Aranda and Ben who insist we conserve water. Jack Avakian who
makes sure the YMCA has a presence in SB, and old Jack Schmitz who helps J.U. stay in SB. Everyone has a role
to play. It is because these people say Yes, I care and I will help. They do not boast, they just do it. As another
oldie but goodie (Larry Graham) in the Chamber world said, “Never decide to do nothing because you can
only do a little."
There are many forms of networking. Networking is talking, sharing different stories, listening, helping, not
just taking, but also giving, helping, learning, holding someone’s hand, laughing together, being there for someone
when needed. That has happened many times at Koffee Klatch.

CHAMBER ASSISTS BUSINESSES WITH THEIR
GRAND OPENINGS/RIBBON CUTTINGS
The IECBP was initiated by Crossroads/Loma
Linda Chapter of Rotary to provide books at no
cost to organizations serving children in San
Bernardino County. The IECBP is a 100%
volunteer team that collects, sorts, organizes
and distributes gently used and new books free
of charge to professionals, such as, teachers,
social workers, pediatricians and other
individuals who work with children.

WESTERN DENTAL SERVICES was founded
in 1985 by Dr. Beauchamp, a Los Angeles
native. As an established dentist since 1939.
he recognized the fact that many ethnic groups
and minorities were not receiving proper
dental care simply because they could not
afford it.
Dr. Beauchamp began targeting
those groups as patients, offering low-cost
dental services with no-interest credit. Dr.
Beauchamp’s strategy met with enormous
success, and his practice soon grew from two
offices to eight. Today, the company operates
130 dental centers throughout CA as well as
four in Arizona. The chamber helped celebrate
their newest office opening in February at
2094 E Highland Avenue.
PINNACLE MEDICAL GROUP opened a
new Urgent Care in the City of San
Bernardino in March. The office is located at
2150 N Waterman Avenue,Suite 102.
