Indian Overseas Bank intend installing CCTV system, as per specifications
given in the tender documents at its branches located in Kanyakumari
and Tirunelveli districts of Tamilnadu.
1. Tender document can be downloaded from our official website
‘www.iob.in’ / Tenders‘. Non refundable tender fees of Rs.500/-to
be remitted by way of a DD in favour of 'Indian Overseas Bank'
payable at Nagercoil, while depositing tender documents.
2. Tender documents to be submitted at the above address only.
3. Tenderers who are having after sales service facility at Southern
districts of Tamil Nadu( Madurai and South) may only quote. Proof
to that effect to be submitted in the technical bid envelope.
4. An EMD of Rs.50,000/- by way of a demand draft in favour of
'Indian Overseas bank' payable at Nagercoil should also be
enclosed in the technical bid envelope.
5. The installed system should be covered under warranty for a period
of one year and the successful bidder should maintain the system
through an AMC for the subsequent 3 years. The AMC charges for
the next 3 years should also be quoted alongwith the tender.
6. Last day for submission of tender will be 5.00 PM on 20.04.2011.
7. Tenders will be opened at 11.00 AM on 21.04.2011.
8. Bank reserves the right to cancel the tender process without
assigning any reason whatsoever.

TERMS & CONDITIONS FOR INSTALLATION OF CCTV
We are planning for installation of CCTV with 4 to 8 cameras in 14 branches located
in Kanyakumari district and 10 branches located in Tirunelveli District of Tamilnadu.
The number of branches given are approximate indicative numbers and may
increase or decrease based on actual requirement at the time of placement of
orders. We require a back up of minimum of 30 days for CCTV system in branches.
1. Tenderer may visit the site before quoting for ascertaining the exact nature of
work, its quantity, location etc.
2. Subject work should be done as directed by bank authorities.
3. The rates quoted should be inclusive of cost of materials, lift, labour charges
and all taxes.
4. All material should be as specified / approved make. Original product bills
have to be submitted.
5. Rates shall be quoted in words as well as figures.
6. Tenders received after 5.00 PM, 20.04.2011 will not be considered.
7. The bid must be complete in all respects and sealed in 2 separate covers
REPEAT two separate covers. The DD for the EMD should be enclosed in the
cover of technical bid.
8. The sealed cover I superscribing “Technical Bid–CCTV”–IOB should contain
technical specifications, duly filled Technical Bid, Manufacturer’s brochure
listing the technical specifications of the items (Camera, Digital Video
Recorder, Monitor, cables etc.) and EMD.
9. Sealed cover II superscribing “Price Bid-CCTV” – IOB should contain duly filled
bill of quantities.
10. Sealed Cover I (Technical Bid) will be opened on 11.00 AM, 21.04.2011 at
Indian Overseas Bank, Regional Office, Nagercoil.
11. Sealed Cover II (Price Bid) of the Tenderer whose technical bids are
acceptable to the bank will only be opened .The technical bid should be
enclosed with an earnest money of Rs.50,000/- (Rupees fifty thousand only.) in
the form of Pay order/Bankers Cheque/Demand draft in the name of Indian
Overseas bank payable at Nagercoil. Quotations not enclosed with EMD will
be rejected. The EMD will be returned back to unsuccessful bidders within a
period of one month. The EMD of the successful bidder will be retained as
security deposit and will be released after the expiry of the guarantee period.
Security deposit will be applicable individually for each region and the
successful bidder when considered for placement of orders by Tirunelveli
Region shall deposit a separate DD for Rs.50,000/- towards security deposit for
TIrunelveli Region.
12. Tenderers, who qualify in the technical bid, may have to give a
demonstration of the products in our Regional Offices at Nagercoil and
Tirunelveli separately.
13. The bank reserves the right to award the work in full or in parts or cancel the
tender without assigning any reason whatsoever.
14. The Bank also reserves the right to place orders with L I tenderer for 70% of the
branches and the remaining 30% branches with L 2 tenderer, provided L 2
vendor is willing to carry out and complete the work at the rate quoted by L I
vendor.

15. The work should commence within a week from the date of receipt of our
order.
16. Completion time: 60 days from the date of commencement of work.
17. Work should be carried out as per the “IBA guidelines”.
18. The successful Tenderer should take insurance coverage to cover the
following:

Third party liability.

All risk insurance policy.
19. Vendor must be OEM or Authorised Distributor/Reseller and registered
corporate entity in India. The Company must be profit making and should
have made profit in last 3 years. Proof of same must be enclosed.
20. Annual turnover of the Company must not be less then 1.00 crore per year
during the last 3 financial years.
21. Manufacturer’s plant must have ISO: 9000 series or equivalent certificate.
22. The firm/supplier must have at least one office of their own having their own
engineers / technicians in Tamil Nadu
23. The bidder should have equipped after sales service center (SSC) with a
minimum of one center in Madurai / Southern Districts of Tamil Nadu.
24. The bidder should have back to back support from OEM.
25. The tenderer must have executed a minimum of 3 CCTV projects of not less
then 25 lacs (each referal) in last three years. Proof of same must be
enclosed.
26. Indian Overseas Bank may ask for Income Tax Returns of the vendors if
deemed necessary.
27. Penalty clause: If the work is not completed within the stipulated period,
penalty would be levied as per IBA / Bank’s guidelines.
28. Important Clause: It will be the sole responsibility of the successful bidder to
design, supply all the material required for successful completion of the work,
erect them as per our requirement and commissioning the same. The system
should be functional 24hrsx365 days and the successful bidder shall design the
system in such a fashion that the same is functional even after the
lighting/power mains and branch UPS output are switched off at the time of
closing of the branch. Individual cameras and/DVRs not capable of
producing clearly identifiable images, as acceptable to the bank, will not be
considered even if it meets the technical parameters mentioned in our tender
documents. The entire system on commissioning shall be tested and the same
will be taken over by the bank.
NOTE
Rate finalized under each tender process will be applicable for a period
not exceeding one year from the date of the first order for installation.

All the products will stand for a minimum of one year on site all comprehensive
warranty against all manufacturing defects.

AMC charges quoted in item No. 12 of bill of quantity will be payable on quarterly
basis after expiry of warranty period.

All the above mentioned items are to be supplied as per specification given and to be
installed and completed as per requirements and instructions given by Officer-in Charge.
Rates should be inclusive of taxes.

Note: The total figure is arrived at as per chart given above, for comparison of quotations
to decide on L1,L2 …vendors. However, it is not binding on the Bank that the orders per
branch have to be issued for the quantity of items as indicated above.
The cable length per branch may vary from the quantum of length indicated above from
branch to branch. A tentative probable estimated length has been indicated in the chart.
However, on the cabling front, Bank will pay only based on actual consumption at the rate
finalized on pro-rata basis.
Total No. of cameras will be 4 to 8 cameras as per branch layout of which minimum one
camera will be an IR camera installed focusing / covering the strong/safe room entrance
and another IR camera with secure casing placed externally to cover the entrance. Other
cameras may be Fixed Dome cameras / CCD Colour cameras to be installed at main
entrance, cash cabins and customer lobby or as per the actual requirements of site /
instructions.
The system for Branches should provide a minimum of 30 days recording facility.
General Conditions:
1. The rates quoted must be net rates inclusive of all levies i.e. Excise Duty, Sales Tax,
Turn Over, Wiring Cost, Installation Charges, any other taxes/charges.
2. 8% of the bill amount will be deducted from each bill and on successful completion
of the project, 4% will be released. After the defect liability period of one year,
balance amount along with EMD will be returned.
3. No conditional discount will be considered. The tender with any conditional discount
will not be entertained and will be summarily rejected.
4. The payment will be made within 15 days of satisfactory supply & installation &
commissioning of CCTV and submission of original bills thereof.
5. The AMC charges are for comprehensive AMC and inclusive of service tax. Threeyears AMC amount will be added to calculate total cost per unit.
6. The call for breakdown / repair has to be attended within 24 to 72 hours
(depending on distance) during the warranty and AMC period.
7. A standby system has to be installed if the system could not be repaired with
in 48 hours of attending the call.
