VISUAL ARTS – Monday, Aug 1

1. Exhibitor is expected to follow all general Dept. W rules (see p. 17-18).
2. Leave on display after judging and pick up between 4:00 – 5:00 p.m. on Sunday,
August 7. Any items that are left past the dismissal time are the responsibility of the
4-H’er, not the 4-H Office or the Superintendent.
3. In the Visual Arts project, there are eight media: Paper, Fiber, Clay, Wood,
Chalk/Carbon/Pigment, Glass/Plastic, Metal, and Nature
You may exhibit a total of SIX projects in the Visual Arts section (W52A – W63). NO
more than TWO projects in one media will be allowed. If you choose to exhibit two
projects in the same media, they must be different crafts within that media (i.e. in
Fiber, you could exhibit counted cross stitch and weaving, but not two weaving)
4. Every exhibit will be critiqued in a discussion with the judge during Conference
Judging at an assigned time (non-original times begin at 11 am and original times
begin at 1 pm). The exhibitor MUST be present for this evaluation. ALL your projects
will be judged at the same time with one judge at your assigned time regardless of
whether you have entered one project or in six projects. You will have one assigned
judging time for all of your original projects and a separate assigned judging time for
all of your non-original projects.
5. All entries must be properly prepared for exhibit. All Chalk/Carbon/Pigment entries
(paintings, drawings, etc.) must be matted and/or framed (do not need to be
under glass) and wired for hanging. The wire and frame must be strong enough to
support the weight of the hanging object. Pictures and wall hangings will be hung on
pegboard wall, so they MUST BE HUNG WITH WIRE. Artwork meant to be displayed
on floor or ground is restricted to a 3’ width and 3’ length; no height restriction.
6. Artwork or total exhibit (if multiple pieces) meant to be hung or placed on a shelf is
limited to a size of 30” high x 30” wide x 12” deep.
7. We would encourage you to show in the original class. If you do show in the nonoriginal, use it as a beginning tool to learn a craft and then move on to original.
8. Items of monetary value may be locked in case upon owners request when checking
in on judging day and/or as space allows.

9. Items entered in 4-H cannot be entered in open class that same year because they
must remain on display in the 4-H section throughout the County Fair.
10. We may submit 8 entries to State Fair in Visual Arts with a maximum of TWO
entries per class/media (i.e. Clay, Nature, etc.)

ORIGINAL – SECTION B
1. Articles exhibited must be from an original design created by the exhibitor.
Copyrighted or trademarked designs are not acceptable. Kits and preformed molds
are not considered original. Team or school logos are not original. Combining parts
of different patterns (pictures, photos, images from internet or a magazine) with the
member’s own ideas can results in an original design but simply changing the color,
pattern and/or size of a pattern does NOT make the design original.
2. Design source – IF a photo, sketch or other idea source was used, bring it with you to
the judge. Be prepared to explain how and where you got the idea for this project.
Photos used as a source should be taken by the 4-H’er.
EXHIBIT CLASSES:
*W-52B PAPER – Any original item made of paper. Examples could include origami;
greeting cards; paper-cut designs; paper mache; hand-made paper; paper
collage; paper models of architecture; quilling, etc. Paper twist articles, made
from directions in craft books and stores ARE NOT original and DO NOT
belong here. Scrapbooks ARE NOT State Fair eligible.
*W-53B FIBER – Any original item made of fiber. Examples are: quilts, fabric collage,
soft sculpture, stitchery, weaving, embroidery, original cross stitch, wearable
art, original knitting or crocheting (no machine knitted items). Non-original
knitting, crocheting, and cross-stitched items should be entered in Heritage
Arts. Enter ALL baskets and decorated textiles such as painted shirts or
stenciled clothing in Heritage Arts.

*W-54B CLAY – Any original item made of clay – may be fired or unfired, hand formed
or thrown on a wheel. Self-hardening clays are fine. Fire/oven-cured and
corn starch clay could be accepted. Items can include, but are not limited to,
clay statues, bowls, jewelry, etc. Preformed ceramics ARE NOT ELIGIBLE
for the State Fair.
*W-55B WOOD -- Any original item made of wood (wood carving, sculpture, collage,
wood burning, etc.) Utilitarian wood items made from patterns or kits (e.g.
indoor or outdoor furniture or shelves) should not be entered in visual arts.
Popsicle stick crafts are not acceptable for State Fair entry.
*W-56B CHALK/CARBON/PIGMENT – Any original art work done with pencils, chalk,
pens, ink, paint, charcoal, dyes, etc. This would include all painting,
sketching, drawing, cartooning, printing, etc. NOTE: Painting on wood, metal,
or textiles, should be entered in Heritage Arts. Painted and/or glazed
preformed ceramics and painted porcelain dolls are not eligible for State Fair.
ALL Chalk/Carbon/Pigment pictures/drawings are to be matted and/or
framed and wired for hanging!
*W-57B GLASS/PLASTIC – Any ORIGINAL item made of glass or plastic. Possible
items to exhibit include stained glass, etched glass (original design), mosaics
made of glass, glass beading, plastic jewelry (Friendly plastic). Interlocking
building block creations ARE NOT suitable as entries eligible for State
Fair. LEGOS do not belong in this class and should be entered in 57A
Non-Original. Stepping stones or wall hangings that include cement
decorated with glass or plastic items are not suitable for this class.
*W-58B METAL – Any original item made of metal such as sculpture, tin punch,
engraved metal, jewelry. Items intended for industrial use (as tools and/or
shop items) are not considered part of this Visual Arts project.
*W-59B NATURE – Any original item made of natural material such as wreaths, corn
husk dolls, etc. (Items should be made of NATURAL materials {which may be
purchased} but securing elements such as glue and wire may be used in the
inner construction as long as they do not detract from the overall “natural”
appearance). CANDLES ARE NOT suitable as entries eligible for State Fair.
Articles such as dried pressed flowers may be displayed under glass since it
is necessary for protection and/or preservation of the natural materials.
(Baskets should be entered in Heritage Arts)
*W-60B MIXED MEDIA/THREE DIMENSIONAL DESIGN – Art pieces in this class
must be comprised of at least three different media. No one medium can
make up more than 40% of a piece. The piece should be free-standing (not
meant to be hung) that is observable on at least three different sides.
Originality and design are important concepts. Craft and preformed or
assembled projects (kits)are not acceptable.

*W-61B HERITAGE ARTS – A maximum of ONE entry per county of traditional art
learned from another person or from a pattern may be entered in this class.
NO KITS may be entered in this class. Cross-stitched, knitted and crocheted
items by pattern MUST BE ENTERED HERE (Machine knitted items are not
acceptable for this class). Other possibilities include: needlepoint, counted
cross stitch, crewel, embroidery, cut work, hardanger, macramé, baskets,
candles, pysanki (decorated eggs), leather, quilts from a traditional pattern,
traditional handmade dolls with handmade costumes, decorative painting on
wood, metal, fiber, or candles. TIE DYED shirts would exhibit in this class.
ALL baskets are to be entered in this class! Painted ROCKS are NOT
state fair eligible.

COMPUTER GENERATED ART – Only ONE item may be entered in this
class. Any original art created in any software package. Exhibit may not
include scanned work, clip art, downloaded images from the internet, any
imported image, or photographs. All pixels must be original. Photomosaics
are NOT allowed. Color or black & white exhibits are acceptable.

1. Exhibitor is expected to follow all general Dept. W rules (see p. 17-18).
2. Miscellaneous exhibits must be in place and ready to be judged Monday, Aug. 1 at
9:00 a.m. or they are ineligible to show.
3. Exhibits must follow the general project requirement in their respective area or
their ratings will be dropped one rating, and they will not be able to compete for
State Fair selection or other awards.
4. Exhibitors are limited to one exhibit per project area (for example, only one
electricity exhibit or only one woodworking exhibit).
5. Judging will be done in order of book or at the discretion of the superintendent.
6. Clover Challenges are available in numerous Miscellaneous project areas. They
are limited to 15-18 year olds who are enrolled in Clover Challenge for a specific
area. This can include anything not covered in a specific project book. The
completed Illinois 4-H Clover Challenge Agreement must be presented with these
exhibits.
7. Conference judging format will be used for all Dept. W projects. 4-H member
should be prepared to discuss their knowledge of their projects. Judges will make
comments during the conference judging process and after judging
COMMUNICATIONS
W-68 Journalism – (No State Fair class in 2011)
Exhibit a binder portfolio showing the results of the appropriate year’s activities noted below:
Year 1 – Accomplishments of a minimum of FIVE 2-star activities from Part 1,
answering all of the questions in the activities.
Year 2 – Results of doing a minimum of FIVE 2-star activities in Part 2, answering all
the questions in the activities
Year 3 – Results of doing a minimum of FIVE 3-star activities from Parts 1 and 2.
One of the activities must include writing an advanced story, a follow-up story, or a
feature story.
Year 4 – Results of doing at least TWO 2-star activities and THREE 3-star activities
from Part 3. If the activities include making an audio or videotape, State Fair will
provide a way for the judge to view or listen to it.
W-69 Clover Challenge – Journalism -- Contact 4-H office for specific requirement
suggestions (15 – 18 yr old 4-H’ers only)
W-70 Communications I – For first year enrolled in project - exhibit a binder portfolio

CURRENT 4-H YEAR! All 4-H members should be knowledgeable about camera used
to create exhibit (type of camera, film used, settings used, memory, etc.)
*W73 Focus on Photography, Level 1 – Exhibit one of the two options listed below:
Exhibit five to seven photos that tell a story. The story must have a beginning,
middle, and end. Exhibit will be judged on how well the pictures tell a story and use
of composition techniques. Photos must be mounted on ONE poster board or mount
board, no larger than 15” high x 22” wide. Digital photos may be used; cropping and
red eye removal are the ONLY acceptable alterations.
OR
Exhibit two photos: One photo with an unclear focal point and a second photo
highlighting an area of the first photo in which you have eliminated clutter and
framed a photo with a clear focal point (see p. 42-43 of project book). Both photos
must be mounted on ONE poster board or mount board no larger than 11”x14”.
Digital photos may be used; cropping and red eye removal are the ONLY acceptable
alterations.
*W74 Controlling the Image, Level 2 – Exhibit one of the two options listed below:
Exhibit photos of action scenes (see p. 54-55 and 58-59 in project book). Exhibit one
8”x10” photo. Photo must be mounted on one mount board or poster or framed in
one frame no larger than 11” x 14” (inside frame measurement). Digital photos may
be used; cropping and red eye removal are the ONLY acceptable alterations.
OR
Create a collection of 5 to 7 candid photos taken at one event. Photos must be
mounted on ONE poster board or mount board, no larger than 15” high x 22” wide.

*W75 Mastering Photography, Level 3 – Exhibit one of the two options listed below:
Exhibit photos with reflections as subjects (see page 30 of manual), using one
8”x10” photo. Photo must be mounted on one mount board or poster or framed in
one frame. Poster board, mount board or frame must be no larger than 11”x14”
(inside frame measurement). Digital photos may be used; cropping and red eye
removal are the ONLY acceptable alterations.
OR
Exhibit one 8” x 10” still-life photo that demonstrates good composition, including
color, form, texture, lighting and depth or field. Photo must be mounted on one
mount board or poster or framed in one frame. Poster board, mount board or frame
must be no larger than 11”x14” (inside frame measurement). Digital photos may be
used; cropping and red eye removal are the ONLY acceptable alterations.
*W76 Photo Editing – Exhibit one 8” x 10” photo that has been altered using digital photoediting techniques (beyond cropping and red-eye reduction). Include a print of the
original photo(s), taped to the back of the photo. Photos must be mounted on mount
board or poster board or framed. Exhibit must be no larger than 11” x 14” (inside
frame measurement). Open to youth in any of the three photography levels.
*W77 Clover Challenge: Photography – This class is limited to 15-18 year olds who are
enrolled in Clover Challenge for this project area. Exhibit a display illustrating the
Clover Challenge area explored. This could include anything NOT covered in the
project books, including but not limited to career exploration, photojournalism, etc.
The completed Illinois 4-H Clover Challenge Agreement must be presented
with the exhibit.
COMMUNITY INVOLVEMENT AND GLOBAL AWARENESS
Three entries may be selected for State Fair from Citizenship (W79 A-C) & Service Learning (W80 A/B)
(Displays should fit into an area no larger than 2’ wide x 15” deep. Poster no larger than 22” x 30”)
*W-78 Public Adventures – CLUB – (one entry may be selected for State Fair) Exhibit a
display illustrating the steps that the club has completed on the project selected for
the year. Include a written outline or report of accomplishments and future goals. At
State Fair, the display must remain in place the entire morning or afternoon
depending on assigned judging time. The display must be manned by 3 or more
club exhibitors at the time of the judge’s critique. Club members should make a 510-minute presentation to the judge. All club members present for the judge's
critique should be able to discuss the project and answer questions. These members
must not be exhibiting in another individual project area. Only club members
present for judging who participate in the actual critique and presentation are
eligible for ribbons and premium.

*W-79-A Citizenship I – Individual – Exhibit a display illustrating one of the following
options: 1) personal information about yourself – who you are , things you like to do,

Family Pedigree that may include family group pages.
*W79-B Citizenship II – Individual – Exhibit a display illustrating one of the following
options: 1) your neighborhood; 2) how you and others are good neighbors – what
you do as good neighbors, what rights and responsibilities you have as good
neighbors, how being a good neighbor makes you feel; 3) a community service
activity – one that you participated in or organized; 4) what your school does to help
the neighborhood, why it is important for the school to be involved in good
citizenship, and how the school can help the community; OR 5) organizations,
activities and events that your ancestors participated in, the impact they had on the
community and their family.
*W79-C Citizenship III – Individual – Exhibit a display illustrating one of the activities that
you completed within your project as it relates to one of the following categories in
the manual: 1) Government; 2) Business and Industry; 3) Transportation,
Communication & Utilities; 4) Culture & Heritage; 5) Natural Resources &
Environment; 6) Education; 7) Organizations within your community; 8) Tourism; OR
9) Support Systems within your community.
*W80A – Service Learning I – Exhibit a binder portfolio to reflect what the exhibitor
accomplished in the four steps of service learning. If exhibitor has been enrolled in project
for multiple years, the binder portfolio should include previous years’ work.
*W80B – Service Learning II -- Exhibit a binder portfolio to reflect what the exhibitor
accomplished in the four steps of service learning. If exhibitor has been enrolled in project
for multiple years (including Service Learning I), the binder portfolio should include previous
years’ work.
INTERCULTURAL
(One entry may be selected for State Fair from W81 A/B)
(Exhibits should be educational in nature and should not promote one’s beliefs over another person’s beliefs)
Intercultural – Exhibit may not exceed 2’ wide x 15” deep. Exhibits may be from any of the
3 categories listed below, however the exhibitor may be questioned on any of the
categories by the judge.
** GEOGRAPHY – Prepare a display of the country or region of the United States
you studied which includes something on the geography, economy and/or
agriculture of the country/region. Include your completed project manual with it.
** PEOPLE - Prepare a display on the people of the country or region of the United
States you studied. Show something you learned about the racial-ethnic groupings,
the population, languages, religions, and/or housing. Include your completed project
manual with the exhibit.

** CULTURE – Prepare a display on the culture of the country or region of the
United States you studied. This might include music, crafts, clothing, housing,

Club – Intercultural – (one may be selected for State Fair) - ALL items in
the club/group display (including the project book) must be attached to

ENGINEERING AND TECHNOLOGY
AEROSPACE
(One entry may be selected for State Fair)
(Exhibits are limited to a maximum 2’wide x 15” deep display area – posters no larger than 22” x 30”)

Model Rocketry – one model rocket and one launch stand assembled by the
member. The exhibit will be a static display. The model rocket should be in
good flying condition. Do not include the rocket engine with your exhibit. The
rockets will not be launched. Member should attach the printed directions for
construction of the rocket. Rockets should be no larger than 3’ x 3’ when
placed upright

Aerospace Display – Any exhibit related to aerospace that does not fit into
the previous class. Aircraft used in exhibits should be entered here but
should be no larger than 3’ x 3’ when placed upright. This may be an
experimental or educational poster or display. Include an explanation of the
display for public understanding. (Including Clover Challenges for 15-18 year
olds with Clover Challenge Agreement)

ELECTRICITY
Three total entries from Electricity may be selected for State Fair. During conference
judging, the exhibitor should be prepared to discuss how the exhibited item is to be used,
the way it was assembled and disassemble a part(s) to see how the exhibited item works.
It is strongly suggested members used recommended constructions details, including
proper color coding, provided by the Energy Education Council (EEC) that have been
provided on the EEC 4-H website: http://www.energyedcouncil.org/4h.html

Magic of Electricity – (May only be battery-powered projects using
battery components and wiring). Projects using paper clips, cardboard,
thumbtacks, & brads are not eligible for state fair exhibits. Exhibit a
momentary switch, simple switch, or basic circuit OR an Electromagnet OR a
Galvanometer OR an Electric motor. All projects must include a report
explaining how the project was constructed and the principles
demonstrated.

Investigating Electricity – (May only be battery-powered projects using
battery components and wiring) Projects using paper clips, cardboard,
thumbtacks, & brads are not eligible for state fair exhibits. Exhibit a
Circuit board demonstrating parallel and series switches, including a circuit
diagram OR 3-way or 4-way switch circuit using DC/battery OR Basic
electrical device (examples: Rocket launcher, burglar alarm, etc). All projects
must include a report explaining how the project was constructed and
the principles demonstrated.

Wired for Power – Exhibit a 120V lighting fixture or other appliance which
uses a switch; OR two electrical household circuits using 120V materials to
comply with National Electrical Code, one with a simple on/off switch to
control bulb, and one using 3-way switches to control light from two locations;
OR other project which demonstrates principles in Wired for Power manual.
Include a written report of how the project was constructed, what you
learned, and principles for its operation.

ELECTRONICS
W-89 Entering Electronics – Exhibit any electronic or solid state appliance. Exhibitor

W-90 Clover Challenge – Electronics – Contact 4-H Office for specific requirement
suggestions (15 – 18 year old 4-H’ers only). No State Fair class in 2011.

SMALL ENGINES
(All exhibits should involve engines smaller than 20 horsepower – no complete
engines, lawn tractors, tillers, chainsaws, etc. are permitted for display)
Displays must be no larger than a 4’ x 4’ display board
(One entry may be selected for State Fair)
*W-91 Display – Exhibit a display, selecting one of the following options: 1) A display
identifying different engine or lawn and garden equipment parts or a display
showing the function of the various engine or lawn and garden equipment parts; OR
2) A display identifying and explaining the function(s) of different specialty tools
needed for small engine work; OR 3) A display illustrating and providing the results
of any one of the experiments that are included in the project books. No electrical
power is available for displays/exhibits.
*W-92 Maintenance – Exhibit a display that illustrates either 1) Routine maintenance
procedures OR 2) Diagnosing and troubleshooting specific problems with an engine

TRACTOR
(One entry may be selected for State Fair)
Exhibits are limited to a space of 2’ wide and 15” deep. ALL items in the display should
be affixed to the display board. NO additional items should be included.
*W93A Starting Up - Tractor I – Exhibit a display or poster that illustrates one of the
following topics: tractor safety; care and maintenance; the tractor as a valuable farm
machine; or an activity listed in
the project manual.
*W93B Tractor Operation - Tractor II – Exhibit a display or poster that illustrates one of
the following topics: cause and prevention of rollovers, diagram how an air cleaner

kit. 4-H does not promote any platform over another, but some of the more common
robotics kits available to the general public include: LEGO® MINDSTORMS, TETRIX® and
VEX. Exhibitors are also required to bring a Robotics Notebook in which they have
recorded their engineering design experience.

basic movement that includes a simple arm capable of picking up an item. They will
bring their robot and Robotics Notebook to share what they learned about the

*W96C Junkdrawer Robotics III (Mechatronics) – Exhibit a designed and built or modified
machine that will travel forward and backward using electrical power; OR Exhibit a

motor or wheel direction; OR Build and compare at least two types of circuits; OR
Design an original robot that can perform a specific task.
Virtual Robotics: Activities are conducted in an online environment. Every module
has Virtual Robotics Notebook pages with prompts and questions to guide youth.
Pages should be printed and kept in a binder. Additional blank or lined paper may
also be used to record thoughts and sketches of design ideas. Exhibitors will be
judged on the detail and content of explanations in their Robotics Notebook. No
computers or other equipment are required.
*W97A Virtual Robotics - Level 1 – Exhibit your robotics notebook to demonstrate what
you learned about the engineering design process by completing at least one of the
design challenges in Modules 1-4. Explain how you redesigned your robot to better

uses; a specific rock group and the variety that occurs in that group, including
some minerals that occur in that environment; select fossils traced through
the geologic ages; minerals and their crystal habits; rocks and minerals used
in the lapidary arts. Exhibitor should be able to discuss their theme and
choice of specimens related to the theme with the judge.

(1) Comments to the reader of the program (e.g., "Now subtract Taxes from

Requirements that apply to ALL video classes:
All video submissions must be on posted on the “Illinois 4-H State Fair Online” website and should be no
longer than five (5) minutes in length (unless noted differently in class description.). Videos are to be original
and a result of the member’s current year’s work. Criteria for judging shall include: (1) Evidence of story line;
(2) Use of camera angles; (3) Use of zooming techniques; and (4) Smoothness of scene changes. Image and
sound quality will be considered in relation to equipment available to and used by exhibitor. Videos should
comply with copyright regulations and display an image that is appropriate for 4-H audiences. No time or date
should be imprinted on the video footage. All videos should include an opening title screen, as well as closing
credits which include date of production, name of video exhibitor and research sources if appropriate.

BICYCLE
(Two entries may be selected for State Fair)
*W-136 Bicycle Level 1 (Bicycling for Fun) - Exhibitors will draw three situations from a
bag that relate to activities from Level 1 and discuss/explain all three with the
judge. Situations may include: Selecting bicycle safety equipment; Demonstrate how
to fit a helmet; Identify bike parts and their function; Selecting the right size bike;
How to check bicycle tires, brakes and chains; Recognizing traffic signs and their
meaning; General discussion of bicycling hazards; and Items to consider when
planning a bike trip. No bicycles are to be brought to show.
*W-137 Bicycle Level 2 (Wheels in Motion) - Exhibitors will draw three situations from a
bag that relate to activities from Level 2 and discuss/explain all three with the
judge. Situations may include: Factors to consider when choosing a bike; Comparing

cleaning, lubricating and replacing a bike chain; Evaluating the braking system on a
