Assisting Maltacom to develop a Reference Unbundling Offer (RUO) in
line with EU directives and local commercial conditions.
Assisting Saudi Telecom to develop their Reference Interconnection Offer
in compliance with the requirements of the CITC, including
interconnection policy, definitions of interconnection services and costs.
Advisor to UK Competition Commission on the costs associated with
Mobile Operators terminating fixed to mobile calls.
Advising the TRC in Jordan on all issues of interconnection including the
guidelines for production of Reference Interconnect Offer and costing
issues for fixed and mobile networks.
Analysed the costing and network structures of a Central European
mobile operator in order to calculate their costs for terminating incoming
interconnect traffic in support of their negotiations with the monopoly fixed
line operator.
Developed interconnection strategy for mobile operator in Slovak
Republic including benchmarking of interconnection charges.
Advised Oftel on matters concerning the provision and costing of
collocation facilities for local loop unbundling.
Provided assistance to the Telecommunications regulator in Ireland
(ODTR) in connection with the financial, economic and regulatory cost
review of eircom's operations. Worked specifically on RIO, local access
networks and Local Loop Unbundling.
Developed cost allocation models for fixed and mobile networks for a
North African telecommunications Regulator.
Developed a cost allocation model for a UK tier 2 cable TV and
telecommunications network operator.
Developed the cost allocation principles for a software based cost
allocation model for use by Central and Eastern European incumbent
operators. Organised and developed training workshops for finance and
operational staff of incumbent operators on the implementation and
operation of the model.
Assisted Botswana Telecom in the calculation and determination of
interconnect charges. Supported the justification of charges to the
Regulator. Achieved the best deal in the determination of these charges,
which were 60% higher than requested by the mobile operators.
Project managed European wide study for the European Commission on
the development of procedures for the declaration of public network
interface specifications and the need for network operators to offer
standard interfaces for the interconnection of networks and the
connection of terminal apparatus.
Project managed a £100,000 study into the use of and feasibility of
providing a modern broadband network and services throughout Wales
including technical, social and economic aspects. This work required the
development and costing of a modern broadband network.
Project managed the development of Quality of Service and CPI action
plans, benchmarking against efficient operators, with 11 Central and

Eastern European telecommunications operating companies. Organised
for BT, three cost allocation seminars for 25 correspondent incumbent
operators.
Drew up tender specification for local access networks in Bosnia &
Herzegovina. Projected managed the selection of suppliers. Addressed
issues concerning interconnection between three PTTs.
Assisted Romanian radio and TV broadcasting company to develop a 5
year business plan.
Worked with 11 Central and Eastern European telecommunications
operating companies to develop Quality of Service and CPI action plans
benchmarking against efficient operators.
Project managed a EURO 150,000 European wide study for the
European Commission on the development of procedures for the
declaration of public network interface specifications and the need for
network operators to offer standard interfaces for the interconnection of
networks and the connection of terminal apparatus.
Assisted France Telecom Expertel with a study for the European
Commission on the interoperability of telecommunications services. In
particular the issues of interconnection of services is a critical for end to
end transparency.
Developed and ran the CTO workshop on interconnection and quality of
service, 1997.
Advisor to RA Radiocomunicatii (Romania) on policy and developed a
business plan for the introduction of VSAT and microwave based leased
line services.
Assisted RA Radiocomunicatii (Romania) to develop an internal training
function including training needs analysis, course outline preparation,
training equipment specification and training school planning.
Advisor to the Ministry of Posts and Telecommunications in Slovakia on
regulation in preparation for privatisation of Slovak Telecom. Advised on
quality of service, numbering, interconnection and the building of
regulatory competence.
Developed a regulatory regime for network attachments for Lesotho
Telecommunications Corporation and wrote the business plan for the
privatisation of the supply of voice and data apparatus.
