Assume responsibility for the development, administration, evaluation and general supervision of the Schools, which include residential and day programs. Implement state and federal codes and policies of the West Virginia Board of Education related to the West Virginia Schools for the Deaf and the Blind (WVSDB). Establish, implement and evaluate school policies and regulations. Provide for the health, education and safety of students with blindness and students with deafness during their attendance at the schools. Supervise the development, revision and implementation of the schools’ philosophy, goals and guidelines. Provide leadership for the continued development and general supervision of educational and residential programs for students with blindness and students with deafness. Ensure compliance with the School Laws of West Virginia and guidelines for preschool, elementary and secondary schools in their appropriate application to educational programs for students with blindness and students with deafness. Coordinate programs and activities of the Schools with the West Virginia Department of Education’s policies and regulations. Provide for and supervise a responsible system of accounting, budgeting and financing for the Schools. Supervise the establishment and maintenance of necessary records in accordance with acceptable and appropriate procedures. Ensure the observance of policies and regulations governing confidentiality. Supervise the care and maintenance of all school property. Coordinate the renovation, design and/or construction of buildings and other facilities with appropriate personnel. Recommend the employment and dismissal of all personnel for the WVSDB to the West Virginia Board of Education. Page 2 Superintendent West Virginia Schools for the Deaf and the Blind 11. Provide opportunities for the professional growth and development of members of the faculty and staff. 12. Encourage and promote a mutually responsive and supportive relationship between the School and the community-at-large, professional organizations, and other agencies. 13. Collaborate with the West Virginia Department of Education, county board of education and other related agencies in the provision of technical assistance, staff development, program development, and services for students with blindness and students with deafness. 14. Administer a personnel evaluation system for faculty and staff. 15. Perform other duties as deemed necessary by the West Virginia Board of Education and as outlined in the specific duties and responsibilities for this position. QUALIFICATIONS: Minimum of a Master’s Degree in school administration, education of students with blindness or students with deafness, or special education with at least five years of experience and demonstrated ability in the administration of school programs for students with blindness and/or students with deafness; fluency in sign language or willingness to attain; specific ability and knowledge related to blindness and deafness and the duties and responsibilities of the position.
