I.
Call to Order
Following the welcome, Pledge of Allegiance and introductions, President Michael I.
Green called the meeting of the West Virginia Board of Education (WVBE) to order at 12:03
p.m. on November 12, 2015, in Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East,
Charleston, West Virginia.
The following members were present: President Green, Vice President Lloyd G. Jackson
II, Secretary Tina H. Combs (via telephone), Thomas W. Campbell (via telephone), Beverly E.
Kingery, L. Wade Linger Jr., William M. White and James S. Wilson, and ex officio Michael J.
Martirano, State Superintendent of Schools. Members absent were Gayle C. Manchin and ex
officios Paul L. Hill, Chancellor, West Virginia Higher Education Policy Commission, and Sarah
Armstrong Tucker, Chancellor, West Virginia Council for Community and Technical College
Education.

Recognitions
The Board recognized 2015 Presidential Award for Excellence in Mathematics and
Science Teaching recipients Mr. Pete Karpyk (retired), Weir High School (Hancock County),
and Mr. Eric Kincaid, Morgantown High School (Monongalia County); and the following CTE
award recipients: FFA National Awards - Ms. Kelly Irvine, Buffalo High School (Putnam
Count), 2015 national winner Division 1 Social Systems, and Mr. Zachary Call, Cabell Midland
High School (Cabell County), 2015 national winner of the National Vegetable Production –
Entrepreneurship/ Placement Proficiency Award; SKILLS USA National Awards - Ms. Kirsten
“Dani” Spangler, Putnam County Career Center, National 1st place winner in Dental Assisting –
Gold Medal, Ms. David Mitchem and Mr. T. J. Tilley, Wyoming County Career Tech Center,
National 1st Place Winner Medal Mobile Robotics Technology - Gold Medal, Mr. Josh Petry,
Putnam County Career Technical Center, National 3rd Place Winner Mobile Electronics
Installation – Bronze Medal; and, TSA National Award - Clay County National 1st place
Winners - Chapter Team Event: Mr. Ian Smith, Ms. Haley Jones, Mr. Reece Nichols, Mr. Ely
Osborne, Ms. Morgan Whiteley and Mr. Zachary Wynn. Additional SKILLS USA award
recipients were: Mr. Tim Toler, SKILLS Advisor Putnam County Career Technical Center –
Gold Medal Winner/SKILLS Chapter of Excellence; Ms. Tracey O'Dell, SKILLS Advisor
Mercer County Career Technical Center - Chapter of Excellence and Model of Excellence; and
Ms. Denise Foster, Putnam County Career Technical Center, National SKILLS USA Advisor of
the Year Award.

Ms. Kristin Anderson, Executive Director, WVDE Office of Communications and
Partnerships, announced that delegations would be provided two minutes. Ms. Becky Jordan,
citizen of Kanawha County, addressed the Board regarding teacher vacancies and alternative
certification/ support of Teach for America; and, Mr. Jason Crouch, Ms. Tracy DeGaetano
(distributed information), Ms. Jessica Parker, Mr. Chris Robinson, Ms. Shawna Sparks, Ms.
Amanda Skaggs, Ms. Kristy Gilkey, Mr. Randall Patterson (distributed information), and Mr.
Geoff Heeter (distributed information), and Ms. Crystal Farley, citizens of Fayette County,

Call to Order
President Green called the meeting back to order at 1:32 p.m.
VI.
Technology Showcase/Making Computer Science Count
Mr. Sterling Beane, Chief Officer, Division of Technology, provided information
regarding the 1:1 technology initiative at Andrew Jackson Middle School in Kanawha County,
provided information regarding STEM employment, and shared that West Virginia is one of 27
states to count AP Computer Science as a core credit (mathematics) for graduation.
VII.
Approval of Agenda
President Green called for a motion to approve the agenda. Dr. White moved that the
agenda be approved. Ms. Kingery seconded the motion and upon the call for the question the
motion was carried unanimously.
VIII.
Consent Agenda
President Green requested a motion to approve the Consent Agenda. Ms. Kingery moved
that the Consent Agenda be approved. Dr. Wilson seconded the motion and upon the call for the

IX.
Capacity Building for Priority Schools and Intervention Counties
Inclusive of Fayette County Funding Request to the
School Building Authority (SBA) of West Virginia
Ms. Michele Blatt, Chief Officer, Division of School Effectiveness, provided a brief
update regarding support services provided to priority schools and intervention counties. Mr.
Campbell, Dr. White and Superintendent Martirano provided information regarding Fayette
County's funding request to the School Building Authority (SBA) of West Virginia.

Office of Education Performance Audits (OEPA)
Director's Information
Ms. Susan O'Brien, Director, Office of Education Performance Audits, provided
information regarding a recent stakeholder group meeting and also participation in a meeting at
RESA 6. Mr. Campbell departed the meeting.
XI.
Initial On-Site Reviews for Schools Located in RESA 4
Ms. O'Brien presented initial on-site reviews for schools located in RESA 4 for the
Board's consideration. All public schools in the six school systems located in RESA 4 (Braxton,
Fayette, Greenbrier, Nicholas, Pocahontas and Webster) participated in on site reviews during
September and October 2015.
Dr. White moved that the individual school reports be approved and any school in which
a function rating was lowered to emerging or unsatisfactory or policy or code was found
non-compliance be required to revise the strategic plan within 30 days and begin corrective
action. Mr. Jackson seconded the motion and upon the call for the question the motion was

XII.
Appointments to the Alternative Certification
Educator Preparation Program Review Board (ACEPPRB)
Ms. Blatt presented appointments to the ACEPPRB for the Board's consideration. The
ACEPPRB makes recommendations to the WVBE regarding initial and continuing alternative
certification educator preparation program approval. Such programs will make it possible for
qualified individuals to earn a professional teaching certificate that will help in staffing vacancies
in critical shortage areas. According to Policy 5901, the ACEPPRB is comprised of eight
members who may serve up to two consecutive three-year terms; two members shall represent
higher education, three members (one who was alternatively prepared) shall represent public
education, one at each programmatic level for elementary, middle school and high school, one
district/central office representative, one principal representing the West Virginia Center for
Professional Development and one representative from the West Virginia Commission for
Professional Teaching Standards. Members representing public education and a central office
representative are appointed by the WVBE President.
Ms. Blatt recommended Dana Holstein, Erica Klose, William Denham, and Carolyn Falin
be appointed to the ACEPPRB.
Dr. White moved that the recommended appointees to the ACEPPRB be approved. Mr.
Linger questioned why no information regarding the recommended appointees was provided
prior to the meeting. Following discussion, Dr. White withdrew his motion pending receipt of
curriculum vitae information for the named individuals. President Green laid this item over for

Waiver of WVBE Policy 2422.8, Medication Administration
Ms. Betty Jo Jordan, Executive Assistant to the State Superintendent, and Ms. Rebecca
King, Coordinator, WVDE Office of School Improvement, presented Brooke County Schools'
request for a waiver of Policy 2422.8 for the Board's consideration. The waiver will allow school
nurses to administer the overdose inhibiter Naloxone (otherwise known as Narcan) in middle and
high schools. WVDE staff indicates that the current language in Policy 2422.8 restricts stock
medications except for epinephrine. This language was originally developed to prevent the
unsafe practice of non-prescribed OTCs (Tylenol, Advil, etc.) being administered to students
without an order or parent permission. It was not intended to restrict stock emergency
medication which could save the lives of students. Ms. Mary Catherine Tuckwiller, General
Counsel to the WVBE, addressed questions posed by the Board. Following discussion, it was
decided that more in-depth information and discussion should occur regarding this issue and that
development of a statewide policy may be in order. Mr. Campbell departed the meeting.
Mr. Jackson moved that Brooke County Schools' request for a waiver of Policy 2422.8, to
allow school nurses to administer the overdose inhibiter Naloxone (otherwise known as Narcan)
in middle and high schools, be granted and additionally that Superintendent Martirano's staff
investigate a more comprehensive solution going forward and to bring the solution/plan back
before the Board for consideration as soon as possible. Dr. Wilson seconded the motion and
upon the call for the question the motion was carried unanimously. (Copy appended to Official

XIV.
Ohio County Application for Reimagined Instructional Time
Mr. Clayton Burch, Chief Officer, Division of Teaching and Learning, and Dr. Dianna
Vargo, Superintendent, Ohio County Schools, presented Ohio County's application for
Reimagined Instructional Time for the Board's consideration. Ohio County’s pilot application
has been approved at the local level and has been reviewed by the WVDE Reimagining
Instructional Time team and meets all parameters prescribed in the Reimagining Instructional
Time initiative. Discussion ensued regarding Ohio County's application.
Dr. Wilson moved that Ohio County's application for Reimagined Instructional Time be
approved. Mr. Linger seconded the motion and upon the call for the question the motion was

XV.
Appointments to the Alternative Certification

President Green distributed curriculum vitae information for the individuals

XVI.
New Student Data Collection Element: Student Country of Origin
Ms. Blatt presented the new student data collection element (student country of origin)
for the Board's consideration. Education Act (ESEA), the WVDE Office of Federal Programs
determined that current information within the student data system was insufficient to accurately
-6determine students’ immigrant status. In August, the WVBE approved opening a 60-day public
comment period for the proposed new student data element: student country of origin. The public
comment period has closed and one favorable comment that was received. Dr. White departed
the meeting.
Mr. Linger moved that the new student data collection element (student country of origin)
be approved. Dr. Wilson seconded the motion and upon the call for the question the motion was
carried unanimously. Dr. White and Mr. Campbell returned to the meeting. (Copy appended to

XVII.
Superintendent Report
Superintendent Martirano, assisted by Ms. Vickie Baker, Coordinator, WVDE Office of
Assessment, provided an update regarding NAEP data.
XVIII.
Recess
President Green recessed the meeting until November 13 at 9:00 a.m. in the same
location at 3:59 p.m.

Schools, Ms. Tega McGuffin, Teacher, Fayette County Schools, Ms. Angie Turkleson, Teacher,
Putnam County Schools, Mr. David Lee, Principal, Mercer County Schools, and Mr. Dale Lee,
President, West Virginia Education Association, addressed the Board regarding the standards
review and assessments.

Academic Spotlight Project
Ms. Sarah Stewart, Director, WVDE Education Policy and Government Relations, and
West Virginia University College of Media students (distributed information), provided an
overview of the Academic Spotlight Project. Highlights included a recap of why the Academic
Spotlight project was initiated, how feedback on the standards was gathered and key findings
from the evaluation process. The students will also present a video they created that includes
testimonies from various individuals that participated in the Academic Spotlight project. The
focus of the Academic Spotlight project is to improve West Virginia's academic standards. Mrs.
Combs joined the meeting. (Copy appended to Official Minutes, Attachment V.)
XXII.
Academic Spotlight Executive Summary
Ms. Anderson recognized partners who assisted in the Academic Spotlight Project
(Southern Regional Education Board, Benedum Foundation, Marshall University, American
Federation of Teachers-West Virginia, West Virginia Education Association, county
superintendents and West Virginia University) and introduced Dr. Gypsy Denzine (PowerPoint
presentation attached to minutes), Dean, West Virginia University College of Education and
Human Resources, who presented an in-depth overview of the Executive Summary prepared
from the feedback received during the Academic Spotlight project including recommendations
for changes to current academic standards. (Copy appended to Official Minutes, Attachment O
and addendum.)

President Green called the meeting back to order at 10:35 a.m.
XXIV.
Superintendent Report (Continued)
Superintendent Martirano provided background information regarding the standards and
recommended the repeal and replacement of the West Virginia Next Generation Content
Standards and Objectives with West Virginia College- and Career-Readiness Standards.
XXV.
Policy 2520.1A, West Virginia College- and Career-Readiness
Standards for English Language Arts
Mr. Burch presented Policy 2520.1A for the Board's consideration. Repeal and
replacement of Policy 2520.1A, Next Generation Content Standards and Objectives for English
Language Arts in West Virginia Schools with the West Virginia College- and Career-Readiness
Standards for English Language Arts which reflects responses and suggestions received through
the Academic Spotlight process was recommended. This policy includes content standards that
reflect a rigorous, challenging and focused curriculum. West Virginia College- and CareerReadiness Standards for English Language Arts provides a focus for teachers to teach and
students to learn those skills and competencies essential for future success in the workplace and
further education. Ms. Kingery departed the meeting.

Policy 2520.2B, West Virginia College- and Career-Readiness
Standards for Mathematics
Mr. Burch presented Policy 2520.2B for the Board's consideration. Repeal and
replacement of Policy 2520.2B, Next Generation Content Standards and Objectives for
Mathematics in West Virginia Schools with the West Virginia College- and Career-Readiness
Standards for Mathematics which reflects responses and suggestions received through the
Academic Spotlight process was recommended. This policy includes content standards that
reflect a rigorous, challenging and focused curriculum. West Virginia College- and CareerReadiness Standards for Mathematics provides a focus for teachers to teach and students to learn
those skills and competencies essential for future success in the workplace and further education.
It was requested that the policy explicitly state students will learn "multiplication tables". Ms.
Kingery returned to the meeting.
Superintendent Martirano requested "the record to state the following: . . . I am now
recommending to this Board that we repeal the Next Generation standards, the basis of which
was Common Core, and replace it with the West Virginia College- and Career-Ready standards
that the basis is not Common Core."

for a motion to approve the individuals recommended by Ms. Blatt at yesterday's meeting.
Mr. Linger moved that the recommended appointees to the ACEPPRB be approved. Dr.
White seconded the motion and upon the call for the question the motion was carried

Policy 2520.1A, West Virginia College- and Career-Readiness
Standards for English Language Arts (Continued)
President Green called for a motion regarding Policy 2520.1A. Dr. White moved, and
Dr. Wilson seconded, that Policy 2520.1A be placed on public comment for 30 days. Upon the
call for the question Ms. Kingery moved that standard ELA.2.111 be amended to read "Create
readable documents with legible manuscript or cursive as developmentally appropriate." Mr.
Jackson seconded the amendment and upon the call for the question the motion was carried
unanimously. President Green called for the question on the original motion; the original motion

Policy 2520.2B, West Virginia College- and Career-Readiness
Standards for Mathematics (Continued)
President Green called for a motion regarding Policy 2520.2B. Dr. Wilson moved, and
Dr. White seconded, that Policy 2520.2B be placed on public comment for 30 days. Upon the
call for the question Ms. Kingery moved standard M.3.7 be amended to read "Learn
multiplication tables (facts) with speed and memory in order to, fluently multiply and divide
within 100, using strategies such as the relationship between multiplication and division (e.g.
knowing that 8 x 5 = 40, one knows 40 5 = 8) or properties of operations by the end of Grade
3." Dr. White seconded the amendment and upon the call for the question the motion was
carried unanimously. President Green called for the question on the original motion; the original

Superintendent Report (Continued)
Superintendent Martirano provided an overview and recommendations for assessment
and stated that he is appointing a Superintendent's Commission on Assessment. (PowerPoint
presentation attached to Official Minutes, Attachment W.)
XXXIII.
Policy 2340, West Virginia Measures of Academic Progress
Mr. Burch and Dr. Vaughn Rhudy (distributed information), Executive Director, WVDE
Office of Assessment, presented Policy 2340 for the Board's consideration. The proposed
changes to Policy 2340 eliminate social studies in all grades and in science for grades 3, 5, 7, 8, 9
and 11; remove the requirements to administer the ACT EXPLORE, ACT PLAN, and ACT
COMPASS assessments; replace language regarding the use of ACT COMPASS in Grade 12 to
reflect the administration of a mutually agreed-upon assessment to determine whether a student
has met the college- and career-readiness standards prior to graduation from high school; expand
the assessment program to include the West Virginia English language proficiency assessment;
and reflect changes in office names because of WVDE reorganization. The amended policy will
provide an aligned system of standards, assessment, accountability, and educator evaluation.
Dr. White moved that Policy 2340 be placed on public comment for 30 days. Mr. Linger
seconded the motion and upon the call for the question the motion was carried unanimously.

XXXIV.
Policy 2417, Programs of Study for Limited English Proficient Students
Ms. Blatt presented Policy 2417 for the Board's consideration. Policy 2417 is being
revised to reflect updated LEP exit criteria that corresponds to the current assessments
administered within the state. Specifically §126-15-2, containing the proposed revised LEP exit
criteria, includes references to the “West Virginia General Summative Assessment” and the
“Alternate Assessment”. The proposed revisions will clarify reclassification exit criteria for LEP
students that will be consistent with current assessment practices. Explicitly, local districts will
utilize the refined criteria to formally exit students from LEP status and assign appropriate levels
of service and supports.

Mr. Linger moved that Policy 2417 be placed on public comment for 30 days. Dr.
White seconded the motion and upon the call for the question the motion was carried

XXXV.
WVBE Personnel Matters
President Green called for a motion to approve the Board's personnel items found in the
attachment. Ms. Kingery moved that personnel items be approved. Dr. White seconded the
motion and upon the call for the question the motion was carried unanimously. (Copy appended

XXXVI.
Chancellor Reports
Chancellors Hill and Tucker were not present to provide a report.
XXXVII.
WVBE RESA Liaison Report
Dr. Dee Cockrille, Executive Director, RESA 2, provided a report on behalf of the
RESAs and provided highlights regarding several RESA 2 initiatives. Superintendent Martirano
departed the meeting and Deputy Superintendent Cynthia Daniel took his seat.
XXXVIII.
Update - WVBE Actions for Improved Outcomes
Ms. Donna Hoylman Peduto (distributed information), WVBE Director of Operations,
and Board members provided an update regarding actions taken by the Board to improve
educational outcomes and support to county boards of education. WVBE Finance Committee Mr. Campbell provided a report on the behalf of the Finance Committee regarding the watch list
of counties either in deficit or approaching deficit and the recent budget cut in the current year
budget. Mr. Linger departed the meeting. President Green departed the meeting. NASBE Study
Group Report - Successful Leaders for Successful Schools: The Changing Role of Education
Leaders - Dr. White provided a PowerPoint presentation regarding the study group report.
President Green returned to the meeting. Mr. Linger returned to the meeting. (Copies appended

XXXIX.
WVBE Coordinator of Board Agencies Report
Mr. Jason L. Butcher, WVBE Coordinator of Board Agencies, provided an update
regarding his work with Board agencies.
XL.
Items for Future Consideration
President Green requested that items for consideration for placement on a future agenda
be provided to Ms. Peduto as soon as possible. Ms. Kingery recommended that Ms. Peduto be a
member of the Superintendent's Commission on Assessment. Dr. White recommended that Mr.
Beane investigate the streaming of Board meetings.

Future Meetings
The next regular meeting of the WVBE will be held December 17, 2015, in Charleston,
West Virginia. The meeting will continue on December 18, 2015, if the agenda is not completed
on December 17, 2015.

Adjournment
President Green declared the meeting adjourned at 2:23 p.m.
